Description
R ? Public Health Advisory History Project The Centers for Disease Control and Prevention, Atlanta, GA intends to negotiate on a sole source basis with Community Vision St. Charles County, Saint Charles, MO, 63302. (This is a non-profit organization.) The proposed contract is for the collaboration of the CDC and the proposed sole source to finalize manuscripts to complete the PHA History Project. Background: The Public Health Advisory History Project is an oral history project designed to chronicle the history and development of the Public Health Advisor (PHA) and to highlight their contributions to domestic and international public health. Personal stories, memorabilia, and historic archives will form the basis of the project. The archives of the project consist of over 300 hours of interviews collected between 2003 and late 2005, with over a hundred PHAs and a few select persons who have worked with them. The archives also include various artifacts such as photographs and other material collected by PHAs during their service. This material is considered proprietary and the exclusive property of Community Vision. Therefore, access to this information, interviews, etc. cannot be released to other interested parties and is the basis for justification of the lack of competition. ---------------------------------------------------------------------------------------- Statement of Work C.3 Scope of Work ? The outcome of the PHA History Project is a published book detailing the history and contributions of the U.S. Public Health Advisor. For the purpose of a CDC contract, the outcome will be a final manuscript, ready for publication. In detail, the following activities will be undertaken to achieve the final manuscript: A. Transcription of final set of interviews and video archives (122 interviews and remaining video) B. Coding, organizing and analyzing written transcriptions, photographs and other artifacts gathered. C. Conduct remaining research as needed (for background, contextualization, etc) D. Finalize writing and editing manuscript ------------------------------------------------------------------------------------------------------------------ THIS NOTICE IS ISSUED PURSUANT TO FAR 6-302-1. THIS ANNOUNCEMENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The determination not to compete is solely within the discretion of the Government; no additional synopsis will be published. The Government intends to solicit and negotiate only with the source identified herein. No other services will satisfy the agency requirement. The NAICS code for this procurement is 923120 which has no small business size standard.
