Description
The Social Security Administration (SSA) is currently performing market research to identify capable vendors who can provide a Commercial-Off-The-Shelf (COTS) software product that facilitates the understanding of computer software programs written in IBM High Level Assembler (IBM HLASM). IBM HLASM is a second generation programming language for the development of software applications and implementation of low-level programming tasks (e.g. bit manipulation and operating systems programming). Functional Requirements (The following are mandatory requirements): The vendors software product must: 1. Fully parse IBM High Level Assembler (IBM HLASM) mnemonics, including compiler directives. 2. Document the flow of control within an IBM HLASM module. 3. Document calling sequence between IBM HLASM modules. 4. Parse and cross reference IBM HLASM constructs including DSECT, CSECT, LTORG, ADCON, VCON, macros and copybooks. 5. Identify, distinguish, parse and cross reference system macros and user developed macros. 6. Identify inline IBM HLASM macros. Software Technical Requirements (The following are mandatory requirements): 1. The vendors software product must: a. Provide for the importing of IBM HLASM source, IBM HLASM macros and IBM HLASM copybooks. b. Provide for the importing of the print listing from (IBM HLASM) c. Maintain a persistent data store of the extracted information from the various IBM HLASM imports. d. Provide for the organization and analysis of related modules. e. Provide a catalogue of macro and copybook usage. f. Support some form of program slicing, where threads of data transformation or program execution can be identified and investigated. g. Identify dead code candidates. 2. The vendors software product execute either: a. Microsoft Windows XP Professional or higher. b. IBM z/OS System Support Requirements: The vendor must provide the following technical support for the vendors software product at SSA's Headquarters facilities in Baltimore, Maryland: 1. Install the software on SSA computers. 2. Train SSA developers in the use of the software. 3. Provide SSA with an initial period of on-site technical support to assist SSA users in the use and administration of the software. 4. Provide SSA with technical support via telephone call (once the period of performance for the on-site support is over) to assist SSA users in the use and administration of the software. This support should be available on business days from 8:30 AM to 5:00 PM Eastern Standard Time. 5. Provide SSA with an annually renewable service contract on the software that will provide SSA with free telephone technical support and free license upgrades whenever a new release of the software is published. Section 508 Requirements: SSA requires that EIT procured, developed, maintained, or utilized meet the accessibility requirements under Section 508 of the Rehabilitation Act of 1973, as amended, 29 U.S.C. 794 and 794d. Interested vendors must provide verifiable proof in sufficient detail to demonstrate their ability to meet the Agency?s requirement, see URL site http://www.ssa.gov/oag/acq/oagacq_508.htm.) The software/vendor must meet the following Sections of 508 standards: 1) Section 1194.21 - Software Applications and Operating Systems; 2) Section 1194.22 - Web-based Internet Information and Applications; 3) Section 1194.31 - Functional Performance; and 4) Section 1194.41 - Information, Documentation, And Support. SSA uses the JAWS (speech input / audio output) and MAGic (screen magnification) products from Freedom Scientific Corporation. All software must support these products. Compatibility with Dragon software for mobility impaired individuals is also required. Vendors that believe they can offer a technically compliant software product are invited to submit information concerning their product?s capabilities by 4:00 p.m., EST, February 16, 2007. Detailed responses to each of the above requirements (with substantiating documentation) are required. The vendor response must provide detailed accounts of how each of the requirements is met. Simple marketing information or incomplete responses will not be considered. Reference to vendor web sites is not considered a valid response. Respondents should indicate whether their software is available on GSA Federal Supply Schedules or any other Government-wide Agency Contract (GWAC). Vendors may submit cost and/or pricing data, inclusive of annual maintenance, with your response. Respondents should refer to Synopsis Number SSA-RFI-07-1002. Submittal of information ELECTRONICALLY is preferred and faxed information will not be accepted. The size limitation for email attachments is 5 megabytes. MS Word 2002 is the standard word processing software. NO FORMAL SOLICITATION IS BEING ISSUED AT THIS TIME and the Government does not intend to pay for the information submitted. This information will be used in SSAs assessment of capable sources. SSA will not provide acknowledgement of responses received nor will respondents be notified of any evaluated results from the data received.
