Description
The MARINE CORPS SYSTEMS COMMAND (MARCORSYCOM) Sources Sought Notice, dated 24 OCT 2006, Solicitation Number MSIDSCLSRFI, is hereby deleted in its entirety and replaced with the following: MARKET RESEARCH/REQUEST FOR INFORMATION. NO SOLICITATION DOCUMENT EXISTS. The United States Marine Corps, Marine Corps Systems Command, seeks a vendor to provide logistics support for commercial cameras and Information Technology kits associated with the Marine Air-Ground Task Forces (MAGTF) Secondary Imagery Dissemination System (MSIDS). MSIDS is the only Marine Corps Family of Systems that provides organic tactical digital imagery collection, transmission, and receiving capability to the MAGTF Commander. This support is for both combat and non-combat operations and will require full time human support in Camp Lejeune, N.C., Camp Pendleton, CA and Okinawa, Japan. Part time/shared human support will be required in Hawaii and Iraq. MSIDS suites consist of Commercial Digital Still-Single Lens Reflex Cameras, Point and Shoot Cameras, Basic Video Cameras, Night-Vision Components, Handheld-Uncooled Thermal Cameras, Ruggedized Portable Computers, and Commercial Data Controllers. L ogistic support for MSIDS will primarily consist of Field Service Representatives (FSRs) providing on-site support to MSIDS customers at major Marine installations. The required logistics effort to successfully support MSIDS are as follows: 1.1 Accept logistics and preventive maintenance responsibility for approximately 3,400 MSIDS suites consisting of the items listed above, which will be located at the Continental United States (CONUS) and Outside the Continental United States Marine Corps (OCONUS) locations listed above. Responsible for all shipments of MSIDS equipment for repair or return of defective equipment to Original Equipment Manufacture (OEM) or MSIDS Project Team. Provide a electronic Monthly Status Report no later than (NLT) 15 days after the last day of the month to MSIDS Project Officer in current version of Microsoft Excel format. Reports shall cover all warranty and maintenance activity. All activity shall be recorded against serial number(s) of the effected equipment. Reports shall include, but are not limited to the following: 1. Nature of fault. 2. Cause or suspected cause of fault. 3. Action taken (repair, exchange and/or disposal). 4. Date and time defective item received. 5. Date and time repaired/exchanged item returned to sender. 6. Indications of failure trends. 7. Summary of FSRs actions. 8. Summary of funds expended that month (labor, parts shipping etc). Notify MSIDS Project Officer on issues regarding: End-of Production, Diminishing Manufacturer Sources and Impending Parts & Equipment Obsolescence. Provide sufficient work space and storage at all locations where a full time MSIDS FSR or Logistics Analyst (LA) will be stationed (not Government provided). Forward all issues needing resolution to MSIDS Project Officer. 1.2 Employ two full time FSRs who are technically proficient to perform duties listed below. These FSRs will be located at I MEF (Camp Pendleton, CA) and II MEF (Camp Lejeune, N.C.). Ensure all MSIDS equipment, which requires firmware upgrades are updated with OEM release/version level/basic software load of MSIDS Equipment as supplied by MSIDS Project Team or OEM. During normal working hours, replace failed MSIDS equipment within 24 hours of notification by the effected unit. Possess all necessary test and diagnostic equipment to conduct preventive maintenance of all related MSIDS equipment. Interface with MSIDS customers to conduct equipment exchange as required. Install, remove, or relocate MSIDS equipment as directed by MSIDS Project Officer. Inventory and bar code all MSIDS equipment within the locations listed above and provide updates to MSIDS Project Officer quarterly or as required. Manage MSIDS site spares provided by MSIDS Project Team. Conduct Preventive Maintenance as determined by OEM and MSIDS Project Officer. Travel on an as-needed basis to intra camps within each MEF to effect exchange of equipment, and/or on-site technical support. Be capable of completing DD Form 1149 and DD Form 250. Maintain a Secret Security Clearance. Provide Telephonic Support/Email support for initial troubleshooting diagnostics. Deliver and retrieve all Marine Expeditionary Unit (MEU) MSIDS float blocks as directed by MSIDS Project Officer. Comply with all DOD security requirements. 1.3 Employ one LA who will be located at III MEF (Okinawa, Japan). The LA will be responsible for the following activities: 1. Track spares and operational equipment in-use and in-transit. 2. Manage MSIDS site spares provided by MSIDS Project Team. 3. Interface with MSIDS customers to conduct equipment exchange as required. 4. During normal working hours, replace failed MSIDS end items within 24 hours of notification by the effected unit. 5. Inventory and bar code all MSIDS equipment at the locations listed above and provide quarterly updates as required to MSIDS Project Officer. 6. Be capable of completing DD Form 1149 and DD Form 250. 7. Deliver and retrieve all MEU float blocks as directed by MSIDS Project Officer. 8. Maintain a Secret Security Clearance. 9. Comply with all DOD security requirements. 1.4 Provide shared on-site FSR support not to exceed 3 man-months per year to support MSIDS equipment located in Iraq. Provide shared onsite LA support not to exceed 3 man-months per year to support MSIDS equipment located in Hawaii. Duties and responsibilities will be proportionally the same as that of the FSR and LA described above. The duration of this effort will be one base year with 3 one-year options and will consist of approximately 4 man-years of labor per year. MARCORSYSCOM will not pay or provide reimbursement for any costs incurred in the preparation or delivery of the request information. Industry firms capable of providing the required systems, in whole, are invited to submit a response to this notice. Firms should include literature, brochures, price lists, and capabilities summaries limited to 20 pages directly addressing their ability to meet the aforementioned needs. The North American Industry Classification System (NAICS) code for this effort is 811211, Consumer Electronics Repair and Maintenance, Size $6.5 Million. Firms shall indicate their business size based upon NAICS code 811211. The Marine Corps will use the results of this announcement to determine what capabilities exist in the marketplace to fulfill the Government's requirements outlined above.
