- The Naval Surface Warfare Center, Panama City, FL intends to award a Sole Source purchase order to Prizm Advanced Communications Electronics Inc. (Prizm Inc) of 6655-R Amberton Dr, Elkridge MD 21075-6203 for analysis and design of an electro-optical slip ring at the OK-520 winch interface for the AN/SQQ-32 High Frequency Wide Band (HFWB) Sonar upgrade requirement to facilitate telemetry data transmissions via the new Fiber Optic Tow Cable (FOTC). The HFWB slip ring requires a minimum of a six optical channels for data telemetry and dual redundancy applications. This purchase is not suitable for full and open competition for the following reasons. Prizm currently has an available COTS seven channel single mode Fiber Optic Rotary Joint (FORJ), (PN CK 7206-0131) that has an optical loss of less than 2.5db per fiber and is capable of supporting data rates of 1.2GB per second, which is a HFWB requirement. They have completed preliminary modification of this COTS item to the HFWB requirements. This order will provide for the final development of the FORJ PN CK 7206-0131 Mod X slip ring to the HFWB requirements. Prism's experience and knowledge of the HFWB slip ring requirements and optical budget is paramount in furthering this development and engineering a working prototype slip ring for the HFWB system to the Fleet in the time allotted.
