Description
The Naval Air Systems Command (NAVAIR) intends to enter into sole source negotiations and subsequently award a cost plus fixed fee (CPFF) Order under the Basic Ordering Agreement (BOA) N00019-04-G-0018 to Raytheon Missile Systems. This order will provide support for JSOW System Aircraft Integration Support to F-16. The contract requires support for Operational Flight Program (OFP) Development and Fielding Program, F-16 regression testing, and integration support with the F-16. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Unless stated herein, no additional information is available. Requests for the same will be disregarded. A determination by the Government not to compete this effort is solely within the discretion of the Government. GENERAL INFORMATION: Raytheon has a unique knowledge base of the Joint Standoff Weapon (JSOW) as a result of its design, development, and modification of these weapon systems since the early 1990s. Accordingly, Raytheon is the only known qualified, responsible source that can fulfill the requirements specified herein. Subcontracting opportunities may be available and should be sought with Raytheon at the following address: Raytheon Missile Systems, 1151 East Hermans Road, P.O. Box 11337, Tucson, AZ 85734-1337. The North American Industry Classification System (NAICS) code for the supplies and services anticipated herein is 336419, ?Other Guided Missile and Space Vehicle Parts and Auxiliary Equipment Manufacturing?. Once NAVAIR finalizes its requirements for the subject effort, a prerequisite for receiving contract award will be registration in the DOD?s Central Contractor Registration (CCR) database.
