Description
This is a combined synopsis/solicitation from the U.S. Fish and Wildlife Service for conversion of a cold storage room in to a freezer room prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 801817Q105 and is issued as a Request for Quotes (RFQ). RFQ 801817Q105 may be viewed through a link to the National Business Center Interior Electronic Acquisition System-Electronic Commerce at "http://www.fedbizopps.gov" or "http://www.nbc.gov". The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-15. This is a Set Aside for Small Business. The NAICS is 423740 and the small business size standard is 100 employees. This RFQ will be awarded upon best value. The statement of work for these services is as follows: GENERAL: Coleman Hatchery has historically fed Chinook salmon fry and fingerlings reared on station a frozen pelletized diet. In the late 1980's the feed building was replaced with a new storage building having a large capacity freezer room for frozen diet and a smaller refrigerated room for the dry diet fed to steelhead. In mid 2006 Bio Oregon, manufacturer of the frozen diet was sold and the new owner discontinued the frozen diet. All commercial feed now available is a dry diet which does not hold well when frozen. Coleman Hatchery needs the conversion of the refrigerated portion of the feed building into a freezer to provide limited frozen storage for Coleman use as well as the FWS Pacific Flyway Duck Wing program. The large freezer room will be the primary feed storage room with the freezer units turned off and the temperature maintained at ambient. SCOPE: Provide materials and labor to complete the following project: Replace two existing refrigerator units with freezer units. A. Room dimensions: 24-1/2' W x 37'L x 15' H B. Maintain normal operating temperature at 0 degrees F. C. Remove and properly dispose of two existing refrigeration units D. Install two new condensing units with proper freezer capacity E. Install two new evaporator units with proper defrost capability F. Install all necessary piping G. Insulate newly installed pipe H. Start-up and test to verify operation of units PLACE/DELIVERY AND PERIOD OF PERFORMANCE: Coleman National Fish Hatchery, 24411 Coleman Fish Hatchery Rd, Anderson, California. INSPECTION AND ACCEPTANCE: Work shall be completed as described in the scope and inspected, approved and accepted by Coleman National Fish Hatchery maintenance personnel. GOVERNMENT FURNISHED EQUIPMENT OR MATERIALS: None. AVAILABILITY: The site is available during normal duty hours which are Monday through Friday, 7:30 a.m. to 4:00 p.m. Work will be performed during these hours unless otherwise arranged. Federal Acquisition Regulation (FAR) 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. FAR 52.212-2, Evaluation-Commercial Items, is included in this solicitation and the evaluation criteria, listed in descending order of importance are 1) Past performance for similar work performed over the last three years, and 2) Cost. All evaluation factors other than cost or price, when combined are significantly more important than cost or price. Offerors should supply a minimum of 3 references including point of contact and current phone number for past performance evaluation. Offerors are to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer.
