Description
Small Business Sources Sought. The Northern Region Contracting Center (NRCC) is seeking a small business that can provide the U.S. Army Engineer School, Fort Leonard Wood, MO, with the training of Mine Detection Dogs (MDD) and their handlers utiliz ing Department of Defense (DOD) approved techniques. The Contractor shall be responsible for providing training to students and dogs in the tactical use of MDDs in a military operational environment, to include, the conduct of area and route clearance oper ations, and casualty evacuation. The Contractor shall also be responsible for providing instruction on odor imprinting, operational theory, sustainment training for mission proficiency and use, and care of dog handling and safety equipment. The Contracto r must be able to instruct using the content and the best methods, practices, and procedures found in the United Kingdom (UK) Army mine dog training course, the International Mine Action Standards (IMAS) published by the United Nations (UN), standards esta blished by the U.S. Army Engineer School (USAES), and found in Army Special Text 20-23-12, while using accepted dog-training practices that will include humane treatment and behavior modification correction techniques for dogs. All Contractor employees mu st have previous and documented MDD training experience in a U.S. or British military environment and demonstrated expertise/documented knowledge of UK and UN working dog standards and training methods. This includes training certificates from a Governmen t recognized dog training facility. The designated NAICS Code is 812910, Pet Care (except Veterinary) Services ($6.5M). Your response should include the following information: size of company (i.e. 8(a), Hubzone, WOSB, SB, Veteran, all others), your tota l revenue for the last three years, past performance on similar work dating back 5 years, your companys capability and innovative idea to do this type of work. Documentation of technical expertise and capability must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition.
