Description
The U.S. Department of Labor, Office of Job Corps, intends to negotiate on a sole source basis with Pearson NCS, to print a year supply of Student Satisfaction Surveys. The survey forms were specifically designed to work with NCS Pearson scanners therefore, the student surveys can only be provided by Pearson NCS. Pearson NCS the one responsible source that can satisfy the Agency?s requirement due to the following: 1) Pearson NCS products are proprietary hardware and software; 2) Pearson NCS is the manufacturer and holds the rights and patents; and 3) Pearson NCS provides the technical expertise required to support this hardware. Pursuant to 41 U.S.C. 253(c)(1) as set forth in the Federal Acquisition Regulation (FAR) at 6.302-1, Pearson NCS is the only source capable of performing this requirement due to the fact that they are the sole manufacturer and provider of Pearson NCS products and support services. This notice of intent is not an announcement of the availability of a Request for Proposal (RFP), nor is an RFP available. Any interested party who believes they can provide the required service may respond by submitting a capability statement to the email address in this notice. The capability statement must include price information and describe in detail the parties? ability, qualifications, and experience in providing the required service as described above. All submissions must be received within five calendar days of the publication date of this synopsis. A determination not to compete the proposed work based upon responses to this notice is soley within the discretion of the Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. (See Numbered Note 22).
