Description
This synopsis is for Market Research only, which may or may not result in a Solicitation and does not constitute a commitment on the part of the Government to purchase or acquire systems or services. The Government will not pay for data or time expended in response to this synopsis and is not to be construed as a commitment by the Government to issue a request for proposal or award a contract as a result of this synopsis. This synopsis is for market research and planning purposes only. The U.S. Department of Commerce (DOC), National Telecommunications Information Administration (NTIA), Office of Spectrum Management (OSM) may have a requirement for on-site engineering services to support spectrum engineering and management related functions, technical experts to assist with several tasks that are linked to the Presidential Spectrum Policy Initiative (PSPI) of 2004, Global Positioning System (GPS) spectrum issues, including the Presidential Directive on the development of a plan to protect the spectrum used by GPS, in-depth spectrum engineering, systems analysis, and electromagnetic compatibility (EMC) analysis. The scope of tasks to be performed on the contract may include, but are not limited to the following areas: 1) Developing and evaluating spectrum sharing studies and proposals, 2) Developing and evaluating spectrum efficiency studies and proposals, 3) Developing and evaluating Test and Measurement Programs to assess EMC between radio systems, 4) Assisting with the Spectrum Sharing Innovation Test-Bed Initiatives under the PSPI, 5) Development of Spectrum Engineering Best Practices Handbook, 6) Developing and evaluating UWB system analysis and EMC analysis, 7) Technical studies and measurement programs related to the protection of GPS radio frequency spectrum, 8) Evaluate system analysis and EMC analysis for emerging technologies (Federal Communications Commission rulemaking proceedings), and 9) Review/Evaluate studies and proposals developed for national and international meetings or conferences. The Contractor shall have expert knowledge of radio wave propagation, receiver signal processing, link budget analysis and interference protection criteria of federal systems operating in various radiocommunication services. The Contractor shall be familiar with both cosite and intersite EMC analysis techniques. The Contractor shall also be familiar with co-channel, adjacent channel, spurious emission, and harmonic interference mechanisms for transmitters and receivers. Additionally, knowledge of measurement techniques to characterize federal systems and to collect appropriate data for EMC analysis is expected.
