Description
The USDA, Agricultural Research Service (ARS), has a requirement for an Indefinite Quantity Contract for Architect-Engineering Services to support major facility renovation projects, plus repair and maintenance, alteration, and/or new construction projects for its research laboratory facilities (including greenhouses and biological safety laboratories) in the states of Arkansas, New Mexico, Oklahoma, and Texas. Services under the proposed contract will include, but not limited to, energy conservation and energy-related studies, environmental site assessments and studies, asset management investigations/studies, physical security assessment and design, building and/or site investigations/studies, historical preservation, feasibility and conceptual studies, geotechnical investigations, radon testing, asbestos and other hazardous materials abatement, life cycle cost analyses, engineering design criteria development, Program of Requirements development, design analyses, designs, construction drawings, specifications, detailed costs estimates and analyses, charettes, bid phase services, construction management/administration/inspection, bid evaluations, shop drawings and submittals review and approval, construction monitoring, design review, technical consultation, field surveys (i.e., GPS coordination, centerline survey, property maps, etc.), engineering reports, computer-aided drafting, web portal updates and development/preparation of Statement of Work for various research facilities. The contract shall be for one (1) base year with the option to renew four (4) option years after award. Delivery orders will be issued for each individual project. The minimum guarantee is $500 for the base period and for each of the four option years exercised. The annual contract ceilings will not exceed $2,000,000. The cumulative amount of all delivery orders over the life of the contract will not exceed $10,000,000. The Government reserves the right to award more than one contract for this requirement. Evaluations must be submitted using Standard Form (SF) 330, Architect-Engineering Qualifications. The following specific factors will form the basis for evaluation and determination of those highly qualified firms and selection of the best qualified, each element being of equal importance: A) Professional qualifications necessary for satisfactory performance of required services; B) Specialized experience and technical competence in the type of work required; C) Staffing and equipment to accomplish the work in the required time and to handle multiple delivery/task orders simultaneously; D) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedule and present workload; and E) location of a firm and subcontractors/sub-consultants within a 200 mile radius of College Station, Texas. The North American Industrial Classification System (NAICS) code is 541330, which has a size standard of $4.5 million in average annual receipts for the previous three (3) years. THIS IS A SMALL BUSINESS SET-ASIDE, COMPETITION IS LIMITED TO SMALL BUSINESSES. Firms meeting the above requirements and desiring consideration must submit one (1) original and four (4) copies of SF-330 (6/2004 version) not later than 2:00pm (local time) on February 26, 2007, to Procurement Technician, USDA, ARS, FD, Facilities Contracts Branch; 5601 Sunnyside Avenue, Mail Stop 5124; Beltsville, Maryland 20705-5124. SF-330 Part 1 and Part 2 must be submitted for all proposed subcontractors or consultants in one (1) original and four (4) copies. Indicate Solicitation No. AG-3K15-S-07-0005 on all documentation submitted. Information on the ARS and its mission and research locations may be found on our website at http:// www.spa.ars.usda.gov. No faxed, telegraphic, or telephonic submittals will be accepted. Personal visits for the purpose of discussing this requirement are strongly discouraged and will NOT be scheduled. THIS IS NOT A REQUEST FOR PROPOSAL. It does not constitute any commitment by the Government. The USDA, ARS, will not award a contract on the basis of responses or pay for the preparation of any information submitted.
