- Description: The Fleet & Industrial Supply Center (FISC) Norfolk is seeking information on sources that can provide husbanding services for the Caribbean Region, which includes a service area stretching North to Bermuda, West to Cayman Islands, East to Barbados and South to Trinidad/Tobago. The contract will support the Commander, Joint Interagency Task Force South and Commander, Task Force 43. The services required are for ports in the following countries: Antiqua, Aruba, Bahamas, Barbados, Bermuda, Dominican Republic, Grand Cayman , Jamaica, Puerto Rico, Trinidad/Tobego, Tortola, St. Maarten, U.S. Virgin Isles. Husbanding services will support various types of U.S. Navy, Coast Guard, Military Sealift Command, and various other Federal Maritime vessels operating for the U.S. Government. The government is considering a time and material type contract to perform a performance based statement of work for services consisting of, but not limited to, trash removal, collection/holding/transfer (CHT) sewage removal, waste oil and aggregate water removal, fresh potable water, pilotage, tugboat services, line-handler services, crane services, brow (gangway) rental, cargo drayage/free time/demurrage/detention services, water tax services, vehicle rental (sedans and buses), paint float rental, forklift services, telephone services (landline and cellular), administration/coordination of airport services, administration/coordination of passenger handling, and disaster/humanitarian relief services as detailed in a LOGREQ. The solicitation will include provisions for a base year with the option to procure services for three (3) additional one-year periods. Evaluation criteria will include the requirement for a qualified Security Plan that includes ?vetting? of contractor and sub-contractor personnel, a technical capabilities criteria which includes the requirement for a contractor maintained service software product that will allow for the tracking of all costs associated with the contract and available for government use at any time via a web-based platform, and past performance. The contractor will also be required to complete a Port Visit Cost Report (PVCR) to the ship and the contracting officer to further track costs.
