- Description
- The 30th Space Wing, Vandenberg AFB CA, is intending to solicit services of a non-personal nature for the Western Range Operations Communications and Information (WROCI). This acquisition consolidates six existing contract efforts into one comprehensive Operation & Maintenance (O&M) contract. These six contract efforts all provide mission communications that are interoperable. The WROCI program will provide an integrated, management entity to provide processes to meet range operations, launch operations and base communications, weather, surveillance, spacelift, ballistic and aeronautical testing requirements. This program covers range data collection at the sites, data transfers to/from Vandenberg AFB (VAFB), and data processing and display. The types of data are radar, telemetry, optical, acquisition, weather, voice, video, etc. This program will provide computer maintenance, training and computer security. Also included are the Vandenberg Electronic Security System (VESS), security services, data courier services and operation of the Sensitive Unclassified Destruct Facility (SUDF) for Vandenberg AFB. This solicitation is a 100% small business set-aside. The solicitation will be conducted using FAR Part 15.3, as supplemented, and the Agency Level procedures as outlined in the Air Force Source Selection Procedures Guide. Award will be made to the offeror whose proposal conforms to the solicitation requirements, is considered technically acceptable, and will provide the best value to the Government. Small businesses will be required to comply with 13 CFR 121.103. The WROCI is a Cost Plus Incentive Fee/Award Fee type acquisition. Resultant contract will be for a one-year basic period with seven one-year options. All responsible small business sources may submit a proposal that will be considered by the agency. A successful contractor must demonstrate among other things: (a) evidence of, or ability to obtain top secret clearance; (b) adequate cost accounting system to support a cost reimbursable contract (Cost Plus Incentive Fee); and (c) evidence of relevant past and present performance as it relates to this acquisition. The National Industrial Classification Systems Code is 51331 (1500 employees). The RFP will be released on or/about 21 June 2002 with proposals being due on/or about 19 August 2002.
