- The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical: Micro-Fiber Scope that would meet the following required minimum criteria: Tool should be able to enter a 1/8 inch opening; use a video camera that provides a high fidelity resolution image in full to low light environments; able to connect to a palm top computer or wireless to a video reciever; bendable or "manipulatable" like a wire clothes hanger. Other desireable requirements: Tool should be able to enter an opening less than 1/8 inch; use a video camera that provides a high fidelity image in a NO light environment; remotely moveable like a conventional fiber scope. Please submit review product literature , test data, and methodology used to support claims of ability to meet the described criteria. Seeking the above described Micro Fiber Scope from world wide sources, as well as any potential candidates in current Government programs (US or foreign) Submit for review product literature, all test data, and methodology used to support claims of ability to meet or exceed the stated criteria. The Government may decide to acquire for testing purposes one or more vendor products that appear to meet or exceed stated criteria. Further, based on the results of testing, the government may procure and field systems to meet military operational needs. Responses are due 16 Feb 07 and must include a product description with performance parameters and a statement regarding current availability, summary of prior testing, test reports, summary of logistic and maintenance requirements and an estimated cost for the price of test articles and production units. Technical: 75% Past Performance: 15% Price: 10% (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award
