- Description
- (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical: High Amp Tool Adapter that would meet the following required minimum criteria: Total system weight of less than 25 lbs; input voltage from any available current source (US 120, US 220, European, generator, ship board); output voltage variable from 6 through 36 VDC with additional consideration for voltage drop from extension cords; output amperage 100 amps nominal, 250 amps stall; output noise and ripple 100MVPP nominal, 2% maximum; input/output short protection; dummy battery adapters to fit on current operational tools, i.e., power tools, etc; automatic dummy battery adapter detection for the selected tools; 25 foot cable with quick disconnect; operational temperature -20 through +65C; AC and DC status lights; packaging rain and dust proof with carrying handle, pelican case style if appropriate. Other desirable requirement: Total system weight of less than 15 lbs. Seeking the above described AC/DC High Amp Tool Adapter from worldwide sources, as well as any potential candidates in current Government programs (US or foreign). Submit for review product literature, all test data, and methodology used to support claims of ability to meet described criteria. The Government may decide to acquire for testing purposes one or more vendor products that appear to meet or exceed the stated criteria. Further, based on the results of testing, the government may procure and field systems to meet military operational needs. Responses are due 16 Feb 07 and must include a product description with performance parameters and a statement regarding current availability, summary of prior testing, test reports, summary of logistic and maintenance requirements and an estimated cost for the price of test articles and production units. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
