Description
NAICS Code: 541620 The U.S. Environmental Protection Agency (EPA) Climate Protection Partnerships Division (CPPD) in Washington, DC intends to award a Purchase Order to the Agents of Change, of Washington, DC, under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The purpose of this purchase order is to acquire policy analysis, workship development, stakeholder facilitation, and technical assistance specific to the Arkansas Public Service Commissions (AR PSC) energy efficiency proceedings. The North American Industry Classification System (NAICS) code for this procurement is 541620. NO SOLICITATIONS OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. It has been determined that the Agents of Change, LLC is uniquely qualified to satisfy the Government's requirement as they have unique experience with energy efficiency in the state of Arkansas. The company is unique in the scope of its analysis, its link to energy efficiency stakeholders in the state of Arkansas, and vast experience of over 30 years. Under this Purchase Order, the EPA will be provided with: 1) Regular monthly meetings for updates on analysis and deliverables; 2) Quick-turnaround analysis, review and recommendations on specific issues; and 3) Stakeholder engagement and meeting facilitation. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received by the response date of this announcement may be considered. Responses to posting must be in writing and submitted to Nicole Humphrey, Contract Specialist at humphrey.nicole@epa.gov. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
