- The short description of this action has been corrected to read "Navy Dive Computers" The synopsis is modified as follows: The Naval Surface Warfare Center Panama City intends to issue a sole source purchase order to Cochran Consulting Incorporated, 1758 Firman Drive, Richardson, Texas 75081 for the acquisition of seventy-one (71) Navy Dive Computers Generation III (NDC3) and twenty (20) Generation III 1.3pO2 NDCs for fleet fill. This acquisition is not suitable for full and open competition for the following reason: NAVSEA 00C has added the NDC to the Approved for Navy Use (ANU) list for diver equipment. The NDC is a multifunction dive computer that calculates diver decompression schedules and keeps track of dive depth, time, etc. It is critical life support equipment. It is the only dive computer on the ANU list. Cochran Consulting is the only manufacturer of the NDC3. Cochran maintains control of the internal code of the NDC and is the only company that is able to provide the Generation III Navy Dive Computers.
