Description
The Naval Air Warfare Center Training Systems Division, Orlando intends to negotiate on a sole source basis and award to CACI, INC. FEDERAL. 2850 PRESIDENTIAL DR # 300, FAIRBORN, OH, 45324-6298, USA a contract for procuring a functional, deployable capability to support USSOCOM Joint Task Force efforts in the Global War on Terror (GWOT). Specifically, USSOCOM requires the rapid fielding of a prototype WARRIOR REACH capability for operational assessment prior to follow-on procurement and fielding. WARRIOR REACH component technologies, to include the Joint Data Translator (JDT), are also necessary to support ongoing OSD Joint Test and Evaluation (JT&E) projects of high interest to USSOCOM. These JT&E projects include the Joint Datalink Information Combat Execution (JDICE) JT&E. Delivery shall be 12 Months after Contract Award. This action will be negotiated under the authority of FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). CACI, INC.- FEDERAL has extensive operational knowledge and expertise across USSOCOM operational architectures to ensure that the JDT software meets very specific and demanding mission requirements. These skills can only be gained through highly specialized training and hands-on experience in JDT software development and integration within USSOCOM operational architectures. The contractor must also be highly knowledgeable and have extensive understanding of the USSOCOM operational architectures developed thus far to provide remote Blue Force Tracking (BFT) collection and reporting, Command and Control systems and Blue Force Situational Awareness displays, distribution of ISR and simulation data, and transmission of sensitive information over commercial communications networks. Due to these factors, and the immediate need for the capability, only a vendor with these qualities and capabilities (CACI, INC. FEDERAL) can manage the development and integration of the desired JDT capability within the USSOCOM time constraints. A solicitation will be issued on or about 07 February 2007. The procurement will result in a Firm Fixed Price Contract. See numbered Note 22 (substitute fifteen for forty five days).
