- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written Solicitation will not be issued. This request is being issued as Request for Quotation Q1343070019. The FAR clauses and provisions enclosed within are those in effect through Federal Acquisition Circular 2005-05, and can be found at http://www.arnet.gov/far. Quotors/Bidders must review and comply with the FAR Provisions or Clauses that apply to this Solicitation. This is 100% set-aside for small business and the small business size standard is 500 employees. The North American Industrial Classification System (NAICS) code is 324121. The following is a description of the requirement for this acquisition: 1) DELIVER 30 TONS OF CRACK SEALANT AND, 2) DELIVER UP TO 10 TONS OF CRACK SEALANT The first delivery will be for a fixed amount of 30 tons. The second will be based on a "will call" for an amount up to 10 tons. Crack sealant shall be delivered to Canyonlands National Park, 2282 SW Resource Blvd., Moab, UT 84532. Delivery shall be between 7:00 AM to 5:00 PM Monday through Friday, excluding any federal holidays. Delivery shall be coordinated with the Contracting Officers Representative (COR). A minimum of 24 hours notice is required before delivery. The delivery location has available a fork lift for off loading, and easy access for large trucks. Crack sealant shall be loaded on pallets for easy off loading. Delivery of materials will be split into two shipments. Delivery of the second shipment of material must be accomplished within one week of notification by the COR. The sealant shall conform to ASTM D 6690-06 Type II, with any modifications necessary to make the crack sealant material applicable for the local temperatures. Any deviations from ASTM D 6690 Type II shall be noted in the submittal. The sealant shall be delivered to the job site in the manufacturer's sealed containers. Each container shall be legibly marked with the manufacturer's name and the trade name of the material. Material from different manufacturers or different types of material shall not be intermixed. Delivery cost shall be included in price. The following clauses or provisions are specifically referenced and are required in the response to this Solicitation: 52.212-1, INSTRUCTIONS TO OFFERORS - COMMERCIAL ITEMS; 52-212-2, EVALUATION - COMMERCIAL ITEMS - Evaluation factors include [a] price; [b] quality; 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS - COMMERICAL ITEMS, a completed copy of the provision at 52.213-3 must be submitted with the bid/offer. Contractor must download from the internet and complete per instructions; 52.212-4, CONTRACT TERMS AND CONDITIONS - COMMERCIAL ITEMS; AND 52-212-5, CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS - COMMERICAL ITEMS.
