Description
DESCRIPTION: The U. S. Army Corps of Engineers, Gulf Region Division, has a requirement for Housekeeping and Operation and Maintenance Services at Ibn Sina Open Competition (FOC) basis. This acquisition will result in a single award, indefinite-del ivery indefinite-quantity (IDIQ) hybrid, cost plus award fee, firm fixed price contract awarded by the Gulf Region Division (GRD). PROJECT SCOPE: The Government intends to secure the services of a responsible and technically capable contractor to provid e all services for real property operations, preventive/predictive/on-call repair and maintenance services (O&M), repair and improvement services (R&I) and Housekeeping services to be performed at Ibn Sina Hospital and ancillary facilities located in Iraq. . These services are currently being provided by an incumbent contractor. Ibn Sina Hospital is located in the International Zone, Baghdad, Iraq. The hospital serves 75,000 military and civilians (both Coalition Forces and authorized Iraqi nationals) p er year and currently consists of a total of 30 medical, administrative, and ancillary buildings. The hospital building is three stories tall containing approximately 5,437 square meters of floor space. The outlying buildings, totaling approximately 11,7 77 square meters of floor space, are located either adjacent to, or within a two-mile radius of the hospital building. The resulting contract for O&M, R&I and Housekeeping services will result in stated services being provided to Ibn Sina Hospital and sup porting facilities for a period of up to four (4) years and forty-five (45) days, if all options are exercised. There is no guarantee that optional periods of performance will be exercised. The contract will have an initial period of performance of six (6) months (beginning immediately after a 30 day mobilization period followed by a 45 day transfer of services period) with seven additional six-month optional periods of performance. The resulting contract will be funded incrementally and award is subjec t to availability of FY07 funding. All work and materials shall conform to the standards set forth in the scope of work. ESTIMATED COST OF PROJECT: The total contract price including options (if exercised) shall not exceed $47,000,000 and is subject to the availability of funds. SOURCE SELECTION: A 'Best Value Tradeoff' Process contracting method will be used to evaluate proposals. All non-pricing evaluation factors when combined will be equal to price. Each offeror will also be evaluated on price and three non-pricing factors. The non-pricing factors are: Past Performance (with more significance placed on performance in the Middle East), Experience (with more significance placed on experience working in the Middle East), and Management/Technical Capabilities. The Management/T echnical Capabilities factor is broken down into four subfactors: Management and Staff Organization, Project Management Plan, Subcontracting Management Plan, and Quality Control Plan. There are no subfactors associated with the factors of Past Performanc e and Experience. Other details of the Evaluation Criteria and other precedence will be stated in the RFP. CONTRACT PROCEDURES: The Request for Proposal (RFP) will be issued to firms who have responded to this notice indicating interest in submitting a proposal. This is an electronic issued solicitation. The estimated issue date of the solicitation is 20 February 2007 with an estimated proposal due date of 21 March 2007. The estimated date of contract award is 17 May 2007. The Base Performance period is schedu led to begin on 1 Augu st 2007 and end on 8 April 2008. Both a price proposal and a technical proposal will be required. This solicitation will be issued electronically as will any amendments thereto. In accordance with DFARS 252-204.7004, Required Central Contactor Registrat ion, offerors must be registered in the Central Contractor Registration (CCR) database. Lack of registration in the CCR on the part of an offeror will make an offeror ineligible for award.
