- Description
- Construction of Batchtown Phase 3A. Work consists of, but is not limited to, clearing, grubbing and stripping, dewatering and surface water control, embankment, excavation, stone protection, establishment of turf, concrete, metal work, sluice gate a nd hoist, and an Obermeyer Hydro, Inc. pneumatic gate system. The project is located in Calhoun County, Illinois. The resulting contract award will be a firm fixed price Indefinite Delivery, Indefinite Quantity delivery order contract based on the Best V alue to the Government. Proposal requirements include the following evaluation factors: 1) clear and convincing evidence of your firms Mission Capability, 2) a Risk Management Plan that identifies anticipated risks and addresses how they will be mitigat ed, and 3) positive, relevant Past Performance. Price considerations will be made in the evaluation trade-off process. The contract period will be for a base year and one option year. EPA designated items are specified in the technical provisions of thi s project. This procurement is unrestricted under the Demonstration Program. Estimated magnitude of construction in terms of physical characteristics and estimated price range is between $1,000,000 and $5,000,000. Solicitations will be available on line through the St. Louis District website at http://www.mvs.usace.army.mil/ on or about 6 February 2007, with bid opening on or about 8 March 2007. If you are a large business and your bid will exceed $1,000,000 you are required to submit a subcontracting p lan. For this contract, the following goals expressed are informational only and not legally binding. Small Business 51.2%, Small Disadvantaged Business 8.8%, Women Owned Small Business 7.3%, HUBZone Small Business 3.1%, Service-Disabled Veteran- Owned Small Business 1.5%. The small business size standard for NAICS 237990 is $28.5 million average annual receipts for the past three years.
