Description

Fort Lee is seeking interested contractors for a project to support BRAC relocation to Fort Lee of 11,489 personnel (1,447 permanent party personnel, 1,626 civilian personnel, 4,986 students and 3,174 family members). The lodging requirement will re quire approximately 1200-1500 rooms and adequate parking to support the anticipated increase in TDY students. The facility shall have a dining hall to operate 3 meals, 7 days a week. This validation and construction will meet 85% of on post required lodgin g. Contractor shall be responsible for police and fire protection and responsible for all payment on utilities. Authorized users of Army Lodging are defined as all personnel (officer, warrant officer, enlisted, Reserve Component personnel, Department of the Army civilian employees, eligible DoD civilians and their family members) who are on temporary duty status, traveling on official business, or arriving/departing installations incident to a permanent change of station (PCS) move. Also included are vi sitors of patients in military hospitals or military patients in local hospitals, active and retired military personnel undergoing outpatient medical treatment, who must stay overnight near a military medial facility and US and foreign guests of the Milita ry Services and guests of the Armed forces as determined by the Installation Commander. Contractors are advised that the Army does not intend to provide cash equity, direct loan guarantees, or any guarantees of occupancy or revenue for this project. The A rmys intent is to lease the land to the contractor for the purposes of privatizing transient lodging. The stabilized operating period commences at the completion and acceptance of the Lodging Development Master Plan (LDMP) and ends at the completion of t he lease period (50 years). The facility will operate at a room rate for official travelers agreed to in the LDMP and be competitive with that of the community and surrounding areas (Petersburg, Prince George, Chester, Chesterfield, Hopewell, Colonial Hei ghts and Richmond). Fort Lee is located 30 miles south of Richmond. The intended site is located on Fort Lee boundary and identifies approximately 21 acres (within site of the Mahone Avenue gate) adjacent to the Military Entrance Processing Station (MEPS ) to the north, the corner of Mahone Avenue and Jessup Streets to the west, Quarters Road to the South and Soldier One Stop Facility to the east.
