Description
1. The Cryptologic Program Systems Group (CPSG), COMSEC Products Directorate (CPSG/ZC) at Lackland AFB, TX is developing a new generation of cryptographic devices to meet the needs of the Cryptographic Modernization (CM) program. This next generation reprogrammable key generator will replace the KOK-13/13A currently used to generate keys for over-the-air rekey (OTAR), manual distribution, and/or internal memory storage, and used in both tactical and strategic operations. The KOK-13/13A is quickly approaching end-of-service life and is not compatible with forthcoming changes to interfacing operational systems. The CKG shall be a NSA Type 1 certified, reprogrammable key generator capable of generating and exporting keys in both legacy and modern algorithms. It shall interface with existing and future host controllers to generate, store and issue keys as commanded. 2. CPSG intends to award a single contract to design, develop, test, and deliver Engineering Development Models (EDMs) and Production Representative EDMs (PREDMs) of a new NSA Type 1 certified CKG device as a result of Full and Open competition based on FAR Part 15. 3. The estimated release date for the Request for Proposal (RFP) is February 2007. 4. An ESC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsmen, concerned parties should first address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in the acquisition RFP and contract.
