Description
The Federal Highway Administration (FHWA) is initiating the Long-Term Bridge Performance (LTBP) program authorized in SAFETEA-LU. The LTBP program is a long-term research effort designed to collect, document, and make available high-quality quantitative performance data on a representative sample of bridges. The objective of the program is to increase our knowledge of bridge performance and degradation, develop better design methods and performance predictive models, and support advanced decision-making tools for bridge management. Through a competitive process, the FHWA plans to select a Lead Technical Support Contractor (LTSC), (or Team) to manage the program, and ensure the accomplishment of the work and objectives. The overall effort involves the development of a statistical bridge sampling plan, identification of data types to be collected, collection of data, development of a database and cyber infrastructure, and development and implementation of data mining and decision-making tools to serve the bridge community. FHWA Office of Acquisition Management is asking the bridge community and other appropriate stakeholders to provide input which may be helpful in drafting the Request for Proposal (RFP). Such input could include: 1) suggested contract types (or hybrids) 2) specific line items (CLINs) 3) suggested evaluation criteria [what should we be looking for...what is important in picking the right contractor(s)] 4) what types of technical information and plans should we be asking for now, and what types could, or need to be, determined after award 5) single Prime versus Teaming arrangement 6) other input as appropriate. FHWA is NOT looking for organizational statements of capability. Since we are only interested in advice regarding the content of the forthcoming RFP, please keep your comments on topic. This synopsis is not an RFP, and the Government will not reimburse any costs associated with responding to the information portion of this notice. The Government intends to issue a formal RFP at a later date. To have an impact on the RFP, your earliest response is appreciated as we are currently drafting the forthcoming RFP.
