Description
The United States Coast Guard Maintenance & Logistics Command, Atlantic intends to issue a Commercial Request for Quote (RFQ) for Dry Dock Repairs to the ANT LONG ISLAND (CG 49410), a 49 foot Buoy Utility Stern Loading Boat. The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The simplified acquisition will be issued as a Request for Quote (RFQ), on or about 30 January 2007. The RFQ will be issued via the Federal Business Opportunity (FEDBIZOPS) web page at www.eps.gov. Hard copies of the specification and solicitation will not be issued. It is incumbent upon contractors to monitor the FEDBIZOPS web page for RFQ release and all subsequent amendments. FEDBIZOPS also contains an option automatic notification service. THE ACQUISITION WILL BE SOLICITED AS FULL AND OPEN.. The acquisition is for DRYDOCK repairs to the ANT LONG ISLAND is homeported in New Haven, CT. There is a one time geographic restriction for this dry-dock availability to a facility within 180 nautical miles, with a transit on navigable waterways, and no more than 30 nautical miles off shore of New Haven, CT. The performance period will be forty-five (45) calendar days with a start date on or about 09 April 2007. The place of performance will be at the contractor?s facility. The scope of the acquisition is for the overhauling, cleaning and repairing of various items aboard the ANT LONG ISLAND (CG 49410). This work will include, but is not limited to: Welding repairs; Remove, Inspect, and Reinstall Rub Rail System & Fendering Systems; Clean and Inspect Fuel Tanks; Clean and Disinfect Potable Water tanks; Clean and Inspect Buoyancy Chambers; Clean and Inspect Sewage and Grey Water Tanks; Remove, Inspect, and Reinstall Propeller Shafts; Inspect Engine Exhaust Piping; Clean and Inspect Heat Exchangers; Renew Valves; Renew Fuel Valves; Inspect and Test Air Receiver and Relief Valve; Remove, Inspect and Reinstall Rudders; Buoy Handling System Maintenance; Inspect Various Deck Fittings; Preserve Lazarette Bulkheads; Preserve Weather Decks; Preserve Buoy Deck; Preserve Underwater Body; Preserve Freeboard; Preserve Superstructure; Preserve Mast; Routine Drydocking; Install Bow Mooring Bitt (EC 49 BUSL-C-020); Install Intermediate Bearing and Upgrade Shaft Seal Assemble (EC 49 BUSL B-09); Preserve Handrails; Renew Rudder Guard; Repair Starboard Skeg and Air Test Skegs; Overhaul Tube Axial Fan and Motor Assemblies; Renew Scuttle; and Straighten Shaft. Trained welders, who have been certified by the applicable regulatory code performance qualification procedures, shall accomplish all welding and brazing. All reference documents are available for viewing at 300 East Main Street, Suite 600, Norfolk, VA 23510-9102. Drawings are now available on CD-ROM. The CD-ROM sets are available for all cutters and will be free of charge to contractors upon request [ten days from solicitation issuance]. MLCA must have ten (10) days advance notice to complete a CD-ROM set of drawings. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). Drawings are still available in hardcopy; however, a non-refundable charge of $150.00 is required in the form of a certified check or money order made payable to the U.S. Coast Guard for requested drawings. All responsible sources may submit an offer, which shall be considered by the United States Coast Guard. For information concerning this acquisition contact the Contracting Official listed above.
