Description
This RFI is for a commercial off-the-shelf (COTS) database that provides an integrated data collection system covering all of the functional areas of responsibility for the Office of Security and Investigations (OSI). The Contractor shall provide a system with, at a minimum, the following functionalities that, though presented under specific functional headings, must assimilate, integrate, link and present summary data and afford extensive data mining capability. a. Overall System ? Must be a COTS software system that is fully functional with limited customization (see below under the Customization section) ? Must provide for extensive security and permission settings that permit any number of user access levels. Permission setting to be controlled by OSI system administrators. JASMIN should also be able to lock names and case files and provide internal and external (email, text pagers, etc?) alerts ? Must have extensive system auditing capabilities and change tracking features definable to the user level. In addition, system administrators shall be able to generate reports and search queries based on audit data. ? Must be capable of having OSI-defined code tables that can be used in OSI specific reporting and analysis requirements ? Must run in a Windows 2003 Server environment with an Oracle backend ? Must be able to run under both Windows 2000 and Windows XP operating system ? Must have full functionality on both desktop computers and laptops, and limited functionality on Internet enabled PDA type devices (Blackberry). b. Records Management System ? Must be able to generate OSI defined record numbers ? Must be able to link stored digital images and media records ? Must be able to collect and report on incident/case data in temporal, geographic, and criminal terms c. Fleet Maintenance Tracking/Property Management ? Must be able to track OSI?s vehicle fleet, including car type, year, make, model, and current assignee and other relevant data ? Must be able to track fleet mileage, gas, oil, repairs, and associated costs ? Must be able to store multimedia associated with each vehicle record ? Must be able to store and track property issued to OSI employees, including firearms, body armor, and other law enforcement and security related equipment d. Mobile Options ? Must have a mobile option that provides for real-time access to the records data and other system components. The mobile hardware shall include laptops and PDA-type handheld devices that are internet enabled ? Must provide complete data encryption and security from the mobile user to the server ? User must be able to use JASMIN even when the mobile unit is unable to obtain a wireless connection e. Investigation/Case Management ? Must be able to track investigations and provide scheduling capabilities for management to include event scheduling for a number of employees ? Must be able to track all aspects of a case, including, but not limited to: names, vehicles, properties, businesses, associates, and arrests as well as other OSI/USCIS defined data ? Must be able to track individuals, associates, aliases, and other important person data as well as alerts for possible duplicate information ? Must provide seamless, real-time linkage information between the various aspects of a case/record and other components of JASMIN ? Must provide varying levels of case reporting both canned and OSI/USCIS defined f. Security Incident Reporting ? Must provide for live uploading of security incident and other significant incident report information ? Must provide for a number of different guard logs ? Must provide for uploading and storage of documents and search of documents for link analysis requirements. g. Physical Security ? Must be able to track physical security ?countermeasures? and other related data to include: Building location, Number of employees, Security level, OSI POC, Security Assessment data, Occupant Emergency Plan Information (POCs) and other comments and notes ? Must be able to attach blueprints and other documents h. Visitor Intake and Tracking ? Must be able to track visitors at USCIS-HQ, including name, vital information, reason for visit, sponsor, area visiting, and length of visit (log in and out as well as flags for those that do not log out in the allotted time) ? Must be able to capture a picture of each visitor ? Must be able to print temporary badges for each visitor i. Dispatch/Crisis Intake Center ? Must automatically generate an incident number as defined by OSI ? Must be able to store and recall standard operating procedures and/or emergency/contingency plans. Operating procedures and contingency plans shall be coded according to geography of the incident (building location, floor of a building, etc) and type of incident ? Must be able to store floor plans and basic security information. In addition, this information shall be linked both geographically and according to incident type ? Must be able to separate incident reports from actual case records as well as the ability to create a case file based on an incident report ? Must be able to provide real-time GPS locations with maps for each incident j. Data Sharing ? Must be capable of interfacing with other databases and systems (NCIC, NLETS, etc) as well as other Oracle based systems k. Employee Training and Qualification Records ? Must have the inherent capability to maintain training and qualification records for OSI employees (and any other entered personnel) and produce status information by individual and/or type of training/qualification that includes dates by which mandatory refresher or initial training/qualification must occur. l. Reporting and Analysis ? Must have canned reports that, at a minimum, provide the following statistical analysis and reporting needs: o Collection and collation of investigation types and incident data o Investigation and incident data analysis according to temporal, geographic, and type o Graphing capabilities, including pie, bar, and line charts as well as trend analysis ? Must have a built in report and custom search engine that shall allow OSI users to easily create custom and/or agency defined reports, and queries for one time or repetitive use ? Must be capable of automatic link analysis (among all files/data) for intelligence gathering and investigations. Link analysis information shall be displayable in both text format and graphic (mapped) format. m. Customization ? Drop Down field customization shall include, but is not limited to, incident and investigation type codes, agency codes, and other OSI specific codes and information ? Branding of reports and screens to include USCIS and OSI logos and headings n. Training/Data Transfer ? Must provide OSI personnel with training in the use of JASMIN ? Must provide train-the-trainer training for a select number of OSI personnel ? Must provide a user manual in electronic format ? Must provide support in transferring OSI?s existing case management data to JASMIN Interested parties to provide standard product literature.
