- The U.S. Department of Energy (DOE), Energy Information Administration (EIA) intends to award a sole source purchase order to Dr. George M. Lady of Hainespoint NJ, for evaluation methodology support regarding portions of the National Energy Modeling System (NEMS) and the Short Term Energy Outlook (STEO) and related assistance. Dr. Lady has provided extensive software customization support to the EIA for many years regarding these systems, including the use of his own proprietary software applications in analysis assistance to the EIA. No other source exists which possesses both Dr. Lady???s knowledge of these systems, their content and an equivalent to the highly specialized software to which he has proprietary rights. The proposed award will be for a period of approximately 21 months. This proposed action is for services for which the Government intends to solicit and negotiate with only on source under the authority of FAR 6.302. This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. Interested parties may submit a capability statement and pricing information for the requirement within 15 calendar days of the publication of this notice, to be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
