Description
DESC: The Air Force Flight Test Center (AFFTC), Edwards AFB intends to award a Firm-Fixed Price contract, under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR 13, Simplified Acquisition Procedures. The NAICS code is 541710. The following items will be procured: This solicitation is for the fabrication of one 45-inch diameter circular film (or square film equivalent) of (Polyhedral Oligomeric Silsesquioxane) POSS-polyimide, 2 mils thick. The film must be space-flight quality in uniformity and physical properties. POSS monomer will be supplied for film fabrication. The POSS monomer will be the only chemical supplied and the POSS monomer will be copolymerized with polyimide monomers. The work includes quality control of the film and will include tensile testing, dynamic mechanical and thermal analysis, and optical quality testing. The data and the film will be provided to Edwards Air Force Base. The award recipient must have the capacity to carry out ITAR (International Traffic in Arms Regulations) restricted programs, and must have experience in the industrial fabrication of Kapton films. The fabrication of other polyimide films, POSS materials, and space structures is considered beneficial. Note* Evaluation Criteria: 1. Technically Acceptable 2. Ship Date No Later Than 30 days after awarded 3. Cost If more than one technically acceptable bid is received, shipping date and Cost will be the determining factors. Contractors interested in this requirement should submit a complete technical quote, which provides clear and convincing evidence that they can meet the Government's requirement. In addition, the response should include any special requirements for a commercial contract (i.e., Commercial Financing, Warranty Provisions, Delivery Information, etc.) in accordance with FAR Part 12. Anticipated Award date is 30 Jan 07. Responses must be received no later than (NLT) 4:00 p.m., Pacific Standard 29 Jan 07.
