- Description
- Road Maintenance. The Olympic National Forest, Washington, intends to acquire by contract: road maintenace, including; surface maintenance; spot surfacing; resurfacing; culvert removals and replacement; clean & recondition culverts; clean ditches and drainage structures; danger tree removal; and logging out. Ordered road maintenace tasks will be for the Pacific Ranger District and the northern half of the Hood Canal Ranger District. The government will proceed to issue a Request for Proposal (RFP) Solicitation restricted to HubZone small business concerns. Offerors will be evaluated on: price; experience; past performance; key personnel and subcontractors; proposed equipment; price realism; and Level of Confidence Assessment Rating (LOCAR). Contract award will be to the offeror whose offer, conforming to the solicitation, is the best value to the government. This solicitation will result in an Indefinite Quantity, Indefinite Delivery (IDIQ) contract for one year, with two (2) one-year options. The contract performance period is from April 01, 2007, to March 31, 2008. The government estimated value is between $50,000.00 and $400,000.00 for the initial performance period. The Forest Service may award one, or two, contracts. If two contracts are awarded, one contract will be for the Pacific Ranger District, and one contract will be for the northern half of the Hood Canal Ranger District. In this solicitation, the Service Contract Act wage rates apply to activities maintaining unpaved roads and service tasks on, or along, paved roads. The Davis Bacon Act wage rates apply to all construction activities, which are repairs to any public works. The proposed contract-type is firm-fixed price. This solicitation will be available on, or about, JAN 16, 2007. A Pre-Proposal Conference will be held at 10:00 a.m. on JAN 30, 2007, at the Forest Supervisor?s Office, Olympic National Forest, 1835 Black Lake Blvd., Olympia, Washington. Offers are due on FEB 16, 2007. The NAICS Code for this procurement is 237310 and the annual size standard is $31,000,000. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
