Description
This is a notice of the Governments intent to negotiate with one source and is not a request for quotations. No solicitation will be available. Nonpersonal services for the investigative and research support services for identifying unknown or suspected areas on Western Region AF BRAC bases that are Superfund sites, potentially contaminated with hazardous substances, military munitions, and or radionuclides. Specialized investigative consultant support is necessary to develop a thorough and defensible record of the historical uses of facilities and areas, including types of chemicals or munitions, operational histories, disposal sites, and completed investigative or cleanup actions. Access to some military records requires a Department of Defense Secret security clearance. Records and descriptions pertaining to the investigations contain specialized technical and scientific terminology. Contractor personnel must possess a working knowledge of chemical and radiological terminology and radiological equipment. Working knowledge of Air Force organizations, processes and structures such as the Air Force Technical Applications Center (AFTAC) is required. Contractor must be familiar with the Air Force Military Munitions Response Program (MMRP), munitions site closure requirements, and the most updated MMRP guidance. Contractor must access and work with records from the Air Force Safety Center and the Department of Defense Explosives Safety Board (DDESB). ERS Solutions, Inc., Sacramento, CA is the only known contractor who possesses the requirements shown above, has the proper security clearances in place, and has performed successfully on similar requirements. All interested parties may respond and submit statements of qualification. Furnish, at a minimum, technical information that demonstrates the firm can successfully perform the work described above. This is not a request for competitive quotations, however information received within 15 days after the date of publication of this synopsis will be considered by the Government. If the Government determines, based on the responses to this notice, that a competition can be conducted, a synopsis will be placed in FedBizOps announcing the acquisition; otherwise, the Government will proceed with negotiations with one source at no further notice.
