- Description
- The Officer in Charge requires all labor, supervision, safety, management, tools, materials, equipment, facilities, transportation and other items necessary to provide custodial services for buildings belonging to and/or occupied by the United States Government at the Norfolk Naval Shipyard, Portsmouth, Virginia, Oceana Naval Air Station, Virginia Beach, Virginia, Yorktown Naval Weapons Station, Yorktown, Virginia and various other locations in the Hampton Roads area, as designated by the Contracting Officer. The work identified is to be provided by means of a combination Firm-Fixed-Price and Indefinite Quantity type contract. This procurement will be handled under Source Selection Procedures. Offers shall be submitted for the performance of work for a period of one year. However, the initial term of the contract may be for a period of less than one year. The Government has the option to extend the term of the contract services for additional periods of one to twelve months. The total contract term, including the exercise of any options, shall not exceed 60 months. The North American Industry Classification System (NAICS) is 561210 and the size standard is $30,000,000. The Request for Proposals (RFP) will be posted on the NAVFACENGCOM Electronic Solicitation (E-Sol) website and Plans and Specifications will be made available on or about May 18, 2005. The estimated Bid Opening Date (BOD) is June 17, 2005. This solicitation will be available in electronic format only. All documents will be in the Adobe Acrobat (.pdf) file format via the Internet. The free Acrobat Reader, required to view .pdf files can be downloaded for the Adobe website. The official access to the solicitation is via the Internet. The address is: http://esol.navfac.navy.mil. Contractors are encouraged to register for the solicitation when downloading from the NAVFAC E-Sol website. Only registered contractors will be notified by E-Mail when amendments to the solicitation are issued. The proposed procurement listed herein is 100% Set-Aside for 8(A) Contractors. All responsible sources may submit an offer, which will be considered. Third Party ordering of Indefinite Delivery/Indefinite Quantity (IDIQ) Work using DoD EMALL and Government Purchase Cards (GPCs) will be utilized. Refer to SECTION H, SPECIAL CONTRACT REQUIREMENTS, CONTRACTORS SUPPORT OF ELECTRONIC FACILITIES SUPPORT CONTRACTING (e-FSC), and SECTION I, CONTRACT CLAUSES, FAR 52.232-36, PAYMENT BY THIRD PARTY (MAY 1999).
