- The Naval Surface Warfare Center Panama City (NSWC PC) intends to issue a modification to contract N61331-06-C-0054 to L-3 Titan Group. Under contract N61331-06-C-0054, L-3 Titan Group is fabricating specialized Landing Craft Air Cushion (LCAC) Command, Control, Communications, Computer and Navigation (C4N) components used in conducting the LCAC Service Life Extension Program (SLEP) C4N Reliability Improvement Program (RIP). This modification provides for five (5) additional shipsets of components and additional spare parts. As the original developer and manufacturer of these components, L-3 Titan Group is the only source with the prerequisite experience, knowledge, and expertise required to successfully perform this requirement. Unrecoverable duplicative costs and unacceptable schedule delays would result if award were made to any source other than L-3 Titan Group.
