- The Naval Air Systems Command Headquarters Division, Patuxent River, MD intends to award a Sole Source Firm Fixed Price Purchase Order using Simplified Acquisition Procedures to Honeywell International Inc. Defense and Space Electronic Systems, Albuquerque, NM for the procurement, management, and storage of an estimated quantity of 520 Low Voltage Deep Sync FIFO devices (P/N: CU7C4285-15ASI). The items will deliver and ship in place at the contractor's facility, Albuquerque, NM and be stored in a facility appropriate for electronic devices. The Air Combat Electronics Program Office (PMA209) has a requirement to protect production and repair capability of the Advanced Multi-Purpose Display (AMPD) and Advanced Multi-Purpose Color Display (AMPCD) which is part of the Advanced Mission Computer and Displays (AMC&D) system for F/A-18 aircraft. This commercial component of the AMPD and AMPCD is going obsolete. The requirement to protect retrofit production and repair support necessitates the procurement of a life of type buy for the Low Voltage Deep Sync FIFO devices, along with the management and storage of the parts throughout production and lifecycle support. There are no other known parts that meet form, fit, function replacement requirements. Honeywell is the Original Equipment Manufacturer (OEM) of the AMPD and AMPCD as well as the designated repair facility, and as such is the only source capable of procuring, managing and storing these parts to protect retrofit production and life-cycle support of the AMPD and AMPCD. This acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C. 2304 (c)(1) as implemented by Federal Acquisition regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."
