- January 19, 2007 The U.S. Fish and Wildlife Service, Portland, Oregon, has a requirement to remove and replace approximately 40 feet of 60 inch diameter corrugated aluminized metal pipe. It will have a 6 foot flash board riser; the riser will be constructed using formed A C @ channel for the board drop. It will also need a walk way and removable safety rail. The riser will have a 4x8 head wall attached to the AC@ channel on each side of the riser. The head wall shall be constructed of 2x2 square tube and sheet steel and will be painted. The contractor will be responsible for the disposal of the old pipe and riser. Also inch and half minus rock shall be placed and graded at the disturbed site and 300 hundred feet on each side. Rip-rap will be placed on the inlet and outlet sides of the pipe. The pipe crosses the central patrol road and the refuge will close the road during pipe removal and placement. Contractor will provide all the above mentioned materials. The government will provide specifications for the pipe, paint and other material, onsite direction and if necessary a construction drawing. Fill material will also be available approximately 3 miles from the project site if needed. The project site is located 3 miles south of the Malheur Field station on the central patrol road. Work can commence upon award of bid and completion would be expected by April 1, 2007. Project magnitude is less than $25,000.00. This will be a "best value" procurement with award based on technical capability of the item offered to meet the Government's requirement, past performance with similar requirements and price. Technical capabilities, past performance, when combined, are significantly more important than price.
