- Wilmington VA Medical Center is seeking an Architect/Engineering Firm capable of providing professional services to prepare documents for Project 460-07-105, Correct Fire and Life Safety Deficiencies as may be required at this Medical Center. Services include, but not limited to:  Preparation of construction documents, site visits, investigation services, analysis of utility systems, drawing preparation/reproduction, cost estimate, specification preparation, and construction period services.  Products may include studies, conceptual and schematic development, 25%, 75% and 100% design development with updated as-built drawings on mylar.  The scope of work is as follows: Provide A/E design services to identify and correct fire and life safety deficiencies. Replacement/modification of the fire alarm system, correcting identified life safety deficiencies, identifying and correcting new life safety deficiencies, and addressing identified miscellaneous items at all buildings on the campus. All construction drawings must be provided in AutoCAD 2004 format, specs in Microsoft Word, current versions.  All design work shall conform to VA Master Specifications (www.va.gov/facmgt/standards). This procurement is 100% set-aside for Small Business and is restricted to firms located within a 100 mile radius of the Wilmington, Delaware VA Medical Center 19805. The following Evaluation Criteria will be used during the A/E Selection Process: (1) Specialized experience of the firm with similar contracts. (2)  Past performance on similar contracts and with Government Agencies, and familiarity with applicable codes and ability to incorporate in design documents the requirements of JCAHO, OSHA, NFPA, and other such regulatory organizations.  (3)  Capacity of the firm to perform the work within required time frames and budget.  (4)  Specific experience and qualifications of the proposed personnel assigned to the Project Design and Management Teams. (5)  Record of significant claims against the firm because of improper or incomplete engineering services. (6)  Geographic location and facility of the working office which would provide the professional services and familiarity with the area in which the project work is located. Estimated construction cost is between $1,000,000 to $2,000,000. The NAICS Codes is 541330 with a size standard of $4.5M.
