Description
This is a SOURCES SOUGHT SYNPOSIS. The North American Industry Classification System (NAICS) code is 541330 THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUEST FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This Sources Sought is in support of market research being conducted by the National Highway Transportation Safety Administration (NHTSA) to identify capable potential Small and Small Disadvantaged (as defined in FAR Part 19.3) sources to furnish the necessary qualified personnel, facilities, materials, supplies, and equipment to perform the Compliance Test Program (Dynamic) for FMVSS No. 213, ?Child Restraint Systems?, for the Office of Vehicle Safety Compliance (OVSC) of the National Highway Traffic Safety Administration (NHTSA). FMVSS No. 213 sets forth the performance requirements for many types of child restraint systems. It includes the testing provisions which are necessary to determine whether a restraint system meets those performance requirements. The test provisions include a dynamic sled test which simulates a vehicle striking a fixed barrier in a frontal impact, and the FAA Inversion Test. The test provisions also include materials tests, and an inspection of the restraint system's features. The purpose of this contract is to procure testing services, inspection services, and reports so that the Government can determine whether child restraint systems comply with the requirements of FMVSS No. 213. The Government will provide test components to the Contractor as GFTI. The contractor shall provide reporting services in conjunction with the testing services. The Contractor shall conduct tests of the components provided. Dynamic testing will vary for each type of child restraint system depending on its design, construction, and application. The following is a list of requirements for each group of child restraint systems: 1.) Group 1, Infant Restraints: For each model tested in Group 1, the following is required: a.) Inspection b.) Sled Test (newborn dummy) c.) Sled Test (12 month old dummy), c.) FAA Inversion Test (newborn dummy), d.) FAA Inversion Test (12 month old dummy), and e.) Report; 2.) Group 2, Convertible Restraints (can be used in infant and toddler mode): For each model tested in Group 2, the following is required: a.) Inspection, b.) Sled Test (infant mode w/newborn dummy), c.) Sled Test (infant mode w/12 month old dummy), d.) Sled Test (toddler mode w/12 month old dummy), e.) Sled Test (toddler mode w/3 yr. old dummy), f.) Sled Test (toddler mode w/3 yr. old dummy), g.) Sled Test (toddler mode w/3 yr. old dummy), h.) FAA Inversion Test (newborn dummy), i.) FAA Inversion Test (12 month old dummy), j. ) FAA Inversion Test (3 yr. old dummy), and k.) Report; 3.) Group 3, Combination Restraints (can be used in infant, toddler, and booster mode): For each model tested in Group 3, the following is required: a.) Inspection, b.) Sled Test (infant mode w/12 month old dummy), c.) Sled Test (toddler mode w/12 month old dummy), d.) Sled Test (toddler mode w/3 yr. old dummy), e.) Sled Test (toddler mode w/3 yr. old dummy), e.) Sled Test (booster mode w/6 yr. old dummy), f.) Sled Test (booster mode w/6 yr. old weighted dummy), g.) FAA Inversion Test (12 month old dummy), h.) FAA Inversion Test (3 yr. old dummy), and g.) Report; 4.) Group 4, Booster Seats: For each model tested in Group 4, the following is required: a.) Inspection, b.) Sled Test (3 yr. old dummy), c.) Sled Test (6 yr. old dummy), d.) Sled Test (6 yr. old weighted dummy), e.) FAA Inversion Test (3 yr. old dummy), f.) Report. The Contractor shall perform all work in accordance with the testing requirements of Federal Motor Vehicle Safety Standard (FMVSS) No. 213, "Child Restraint Systems," and the Office of Vehicle Safety Compliance document TP-213-09, "Laboratory Procedure for Child Restraint System Testing?, dated June 7, 2006. Section 12A.1 of TP-213-09, "Materials Tests," is not applicable. This contract includes work which is related to dynamic testing, FAA inversion testing, inspection, and reporting only. This contract does not require materials or component testing as specified in Section 12A.1 of TP-213-09. All other sections of TP-213-09 apply. The actual testing procedures specified in FMVSS No. 213 and TP-213-09 which are referenced by or made part of this contract. All submitted information should be sent to Lloyd S.
