Description
The FMCSA intends to award a Sole Source Purchase Order to the American Transportation Research Institute (ATRI) on a labor hour contract. The period of performance is nine months from the date of the award. The Statement of Work (SOW) is for large truck industry analyses of onboard safety systems to scope out ways to conduct before and after naturalistic-type filed testing of onboard safety systems with multiple motor carriers to determine the safety benefits of onboard safety systems. The vendor shall identify potential testing goals, objectives, overall testing strategies, measures of effectiveness, approaches, and key supporting conditions needed to conduct the testing. The vendor shall describe potential data collection and analysis methods, along with carrier participation and potential issues associated with testing. The vendor must be uniquely qualified to perform this work based on their ability to satisfy FMCSA requirements to collect data and information directly from the trucking industry related to their own business and deployment of onboard safety systems in a timely manner. The vendor?s relationship with ATA has must uniquely positioned them to have access to over 35,000 motor carriers through the affiliated trucking associations in 50 states and has fostered collaboration and cooperation with the trucking industry which is key to the success of this initiative. The vendor must be able to gain access to data and information directly from industry sources, which is not publicly available. The vendor must have demonstrated a unique and innovative concept to provide the required services related to collecting actual costs, benefits, and deployment information from the industry related to specific crashes that can be prevented by onboard safety systems. The vendor must have the experience and background requirement that will result in significant cost savings to the Government. This is not a request for quote, however any proposals received prior to January 29, 2007 will be considered. The Government will not pay for any information received.
