Description
The Federal Aviation Administration (FAA) is conducting a market survey to identify potential sources to provide Development and Revision of Airman Knowledge Training Handbooks. Proposed period of performance: Base period: March 1, 2007 - September 30, 2007 Estimated start date Option I: October 1, 2007 - September 30, 2008 Option II: October 1, 2008 - September 30, 2009 Option III: October 1, 2009 - September 30, 2010 Option IV: October 1, 2010 - September 30, 2011 PURPOSE The purpose of this market survey is to solicit statements of interest and capabilities from interested vendors. At this time the nature of the competition has not been determined. This market survey is being conducted to obtain the information necessary to aid the FAA in its determination as to whether adequate competition exists to set-aside the competition among eligible socially and economically disadvantaged business (SEDB) that are certified by the SBA for participation in the SBA's 8(a) Program, or whether it is more appropriate to conduct this procurement using other Small Business competitive procurement procedures. The principal North American industry Classification System (NAICS) code for this requirement is 611710 Educational Support Services with a size standard of $6.5 million. Interested firms are required to submit the attached Business Declaration form and a copy of their SBA SEDB 8(a) certification letter (if applicable). This market survey concerns the draft Statement of Work for Development and Revision of Airman Knowledge Training Handbooks. All responses (one response per company) are to be provided on company letterhead and limited to a total of 10 typewritten pages. No type font less than 12-point may be used. All responses shall include the following: 1) Comments/questions on the draft statement of work 2) Completion of the attached Business Declaration Form 3) Information concerning contracts, which are considered relevant in demonstrating ability to perform the proposed effort for a government agency or private company. At a minimum, the description shall include the information below for contracts performed within the past three years: Project title, customer name, project start and end dates, project value, client point of contact information including email address and phone number, description of the work performed, description of why the work is relevant to the proposed effort. This market survey is issued solely for information and planning purposes. It does not constitute an RFP or a promise to issue and RFP in the future. If/when a solicitation is issued, it will be synopsized on the FAA's contract opportunities web page. It is the potential offeror's responsibility to monitor this site for the release of any resulting solicitation. This market survey does not commit the Government to contract to for any supply or service whatsoever. The Government will not pay for any information or administrative costs incurred in response to this market survey. Therefore, any costs associated with this market survey submission will be solely at the interested party's expense. Any information provided under this market survey is for informational purposes only and will not be released. No evaluation of vendors will occur.
