- The Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) has a requirement to purchase a PolarisQ Gas Chromatography/Mass Spectrometer (GC/MS) and associated hardware (Qty 1 - Trace GC, Qty l - Trace Ultra Main Frame, Qty 1 - Program Temp Vaporising injector, Qty 1 - Digital Pressure/Flow Control, Qty 1 - PTV Backflush Kit, Qty 1 - Trace GC Ultra Setup for PolarisQ, Qty 1 - Chemical Ionization, Qty -1 Kit, ADJ Damping Gas OPT System, Qty 1 - PPINICI System, Qty 1 - Triplus Base Unit, Qty 1 - Triplus AS, Qty 1 - Primary Tray, Qty 1 - 4 Solvents & Waste, Qty 1 - Two Syringe Holder for 50/80MM Needles, Qty 1 - Mounting Bracket for Trace GC, Qty 1 - NIST 05 library (190,825 Spectra), Qty 1 - Consumables Kit POLQ or DSQ, Qty 1 - PRTR HP Laserjet 6 MP 600DPI, Qty 1 - Hydrogen Sensor Complete With Alarm, Qty 1 - Triplus Base Unit, Qty 1 - Triplus AS, Qty 1 - Primary Tray, Qty 1 - 4 Solvents & Waste, Qty 1 2 Syringe Holder for 50/88MM Needles, Qty 1 - Mounting Bracket for Trace GC). ATF intends to award on a sole source basis to Thermo Electron North America LLC, 1400 Northpoint Parkway, Suite #50, West Palm Beach, Florida, 33407. The equipment will be utilized with existing Thermo Electron equipment. This instrument and equipment will be utilized in the scientific examination and identification of the trace level high explosives and other chemical compounds that may be found in pre- or post blast evidence. This procurement utilizes the simplified acquisition procedures under FAR subpart 13.5. The following provisions and clauses are incorporated by reference: 52.212-1, Instructions to Offerors-Commercial Items; 52.212-3, Offeror Representations and Certifications-Commercial Items; 52.212-4, Contract Terms and Conditions-Commercial Items; and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. No entity on the Excluded Parties List System will be considered. Contractors must be registered in the Central Contractor Registration database (http://www.ccr.gov) to be considered for award. This procurement is an all or none buy. The closing date is January 24, 2007 at 2:00 pm standard eastern local time.
