- Fifteen days after the publication of this notice, the Defense Advanced Research Projects Agency (DARPA) intends to issue a purchase order to Mr. William Geiger of Arlington, Virginia, for an independent review and analysis of a complex special access program protection strategy. Review will include government and contractor relationships, the management of program indicators, and contingency and public affairs strategies over the lifecycle of the program. Review, analysis and final recommendations will be documented and presented to the Director, DARPA and the Director Special Access Program Central Office (SAPCO) within 30 days of award. Mr. Geiger is uniquely qualified to provide the required services due to his extensive technical expertise and prior experience developing and managing similar protection strategies based on the numerous and complex Department of Defense security guidelines, policies and regulations. This notice is not a solicitation of any kind, nor is it a request for proposal.
