- This is a Pre-Solicitation notice for an anticipated Broad Agency Announcement (BAA). The Federal Highway Administration (FHWA) intends to issue a BAA to solicit innovative research proposals to fulfill the objective for Priority One of the pooled fund study TPF5 (063) "Improving the Quality of Pavement Profiler Measurement" - build a portable pavement profiler reference device. The objective of this BAA is for the selected Contractor(s) to provide the inertial profiling industry with a pavement profiler reference device(s) that has (have) been certified by passing as established set of criteria established under a separate FHWA contract. FHWA anticipates to solicit proposals for innovative solutions to address methods to build a pavement profiler reference device. The Government anticipates issuing BAA number DTFH61-07-R-00110 on or about 30 January 2007 by posting it on the website www.fedbizopps.gov. Estimated proposal due date is on or about 30 days from release of the BAA. The FHWA anticipates making multiple awards as a result of this BAA. The FHWA anticipates that the resulting contract(s) will be firm fixed price. The estimated period of performance is 8 months. The NAICS code for this BAA is 541330, Engineering Services. This BAA will only be released and available electronically at http://www.fedbizopps.gov. Accordingly, NO written, telephone, facsimile or e-mail requests for the BAA will be accepted. Since this BAA will only be available electronically, it will be the responsibility of interested parties to monitor the FedBizOpps.gov website for any BAA amendments. Interested parties can register at the aforementioned site to receive announcements related to this procurement by email.
