Description
Small business set-asside is being withdawn and resolicited on an unrestricted basis per FAR 19.501-I and FAR 19.502-2. Previous bidders will not have to resubmit bids. Bid opening date is changed to January 22, 2007. This is a combined synopsis/solicitation prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: quotations are being requested and a written solicitation will not be issued. The solicitation number RFQ-07-4389-03 is issued as a request for quotations and incorporated provisions and clauses that are in effect through FAC2005-08. The NAICS code is 115112 or 111335, SIC code 0721 or 0173. Item DESCRIPTION: Transplanting 756 Trees. USDA-ARS-SEFTNRL, Byron Georgia want to transplant 756 seedling pecan trees from a n existing 15'x15' high density planting to a less dense roughly 40'x40' planting at a new site. Seedling pecan trees are about 15 years old. Size of root ball is a cone of soil and roots that is a minimum of 88" in diameter and 60" deep. Tree canopy is narrow and tall, tree diameter at breast height varies from roughly 4 to 12", with the majority being in the 6" to 8" range. Transplanting sequence: Trees MUST be transplanted in sequence according to the existing experimental plot and according to replication layout, so as to maintain the same relative pattern in the new site as existed in the old high density site. New site will be marked by a colored flag. Transplanted trees are to be established at the new site such that tree rows are straight and aligned. Time of exposure of trees between uprooting and planting is less than 1 hour. Travel distance will vary between sites but the maximum one-way distance is about 1.5 miles. Road conditions between sites is such that part is gravel, part is dirt, and part is a plowed field. Soil root balls from the new site are to be deposited in the open holes in the old site. Trees are to be transplanted such that they stand perpendicular to the soil - i.e. a vertical position. Time frame for transplanting - Job must be completed by the last day of March, 2007. Field condition of the new site is such that it is a newly plowed and disked field, thus access will be limited during wet weather. Transplanting operations will be limited to Monday thru Friday ( excluding federal holidays) from 6:30AM to 4:30PM. Caution is to be exercised to ensure that tree trunks are undamaged during the transplanting process. Pruning and watering of transplanted trees will be performed by ARS Location staff operating on the new site while transplanting operation are progressing. Payment under this contract will be made by electronic funds transfer. Successful offeror MUST accept government purchase card or be set up with USDA vendor express program at the time invoice is submitted. Vendor MUST be in CCR and ORCA before purchase order is issued. Delivery is required before end of March 2007. Delivery is FOB Destination to USDA, ARS, Byron, GA. The government anticipates award or a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforms to the solicitation and is most price advantageous to the government. The provision at 52.212-2, Evaluation - Commercial items, applies to this acquisition. The contracting officer will make award based on price and price-related factors. . FAR 52.212-4, Contract Terms and Conditions - Commercial items, applies to this acquisition.
