Description
This is Amendment 02 to combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. The Request for Proposal number is N62645-07-R-0002. Proposals are due not later than 3:30 P.M. EST on Thursday 25 JAN 2007. Provisions and clauses in effect through Federal Acquisition Circular 2005-14 are incorporated. NAICS 339112, with a Size Standard of 500 employees for reporting actions purposes. This is a 100% Small Business Set Aside requirement; all qualified small business vendors are encouraged to submit a proposal. Amendment 02 clarifies requirements for the MIL-S-901 Testing in response to vendor question as follows: Vendor question in regards to the light requiring Class II Certification. Class I states the equipment is defined as that which is required to meet these shock requirement without the use of resilient mountings installation. Class II states the opposite with regards to the use of resilient mounting. The Navy is requiring Class II. This will require our piece of equipment to go through a Heavyweight shock testing. Will you please let me know what type of testing is required? Meeting/Exceeding MIL-S-901 Testing, the vendor shall provide a certificate from an approved independent test activity verifying that the proposed lights, with installation kit, meet category Grade A, Class II, Type A ANSWER: MIL-S-901D Grade A, Class II, Type A testing is required. The input from NMLC's technical expert is that if the candidate light weighs more than 550 pounds then they are required to do Medium Weight testing. If their candidate light weighs less than 550 pounds then they are required to do Light Weight testing. Class II means that the U.S. Navy wants the light tested as it is mounted. Type A means that the light is the principal unit. It is not a subassembly. The Navy wants it to be considered mounted directly. Not as a piece of something else attached to the overhead. The vendor is required to adhere to the MIL-S-901, as the MIL-S-901 has precedence over this amendment, this answer is the technical reviewer's interpretation of the specification. Vendor is advised to review the specification with regards to the 550 pound criteria. Submit email proposals (using PDF, MS Word, Excel attachments) to Richard Taylor at rtaylor@nmlc.med.navy.mil.
