Description
The Department of Health and Human Services, National Institutes of Health, National Institute of Environmental Health Sciences, Office of Acquisitions is soliciting proposals for the purpose of (1) providing the Environmental Health Perspective (EHP) journal in a high publication quality and timely manner that is accessible in print and online, (2) maintaining all aspects associated with current practices for publication of a scientific journal to include, but is not limited to, maintaining an online editorial review system for use by EHP Editors, (3) implementing an entirely new tracking system, and (4) reducing the cost of such services to the NIEHS by selling subscriptions and other means of commercial offsets to the cost of production. Specific tasks include: (1) Electronic peer-review, (2) Host EHP Editor-in-Chief and Associate Editors, (3) Marketing and Sales of the Service, (4) EHP Production, Website Maintenance and Internet Publishing, (5) EHP Advertisement Services and Sales, and (6) Printing and/or distribution of Document Hardcopies. For estimating purposes, the Government estimates the level of effort as 12,480 labor hours per year. ***The award will be made to an eligible business concern included in one of the following two (2) cascading preference tiers, provided that adequate competition is received and award can be made at a fair market price. Adequate competition is defined as the receipt of at least two (2) competitive proposals from companies that are qualified, technically acceptable, cost reasonable and responsible business concerns. The cascading evaluation will be applied in the following manner. First Tier Competition is defined by competition among a minimum of two (2) offers from qualified small business concerns at a fair market price. If adequate competition and fair market price requirements are met under the First Tier, the Government reserves the right to set aside the award for small business. In the event that adequate competition and fair market price requirements cannot be met under the First Tier Competition, competition at the Second Tier will take place. Second Tier Competition is defined as an unrestricted, full and open competition from all responsible businesses submitting offers. It is anticipated that a single, fixed-price incentive, performance based service contract will be awarded on or before February 1, 2007. The contract will consist of an initial base period of one (1) year, plus four (4) one year options. The North American Industry Classification System (NAICS) CODE IS 511120. Geographic Restriction: The Contractor shall have an active publishing facility located within 30 minutes of the National Institute of Environmental Health Sciences, Alexander Drive, Research Triangle Park, North Carolina. The expected release date of the RFP is October 12th, 2006 with proposals due November 14th, 2006.
