Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6, as supplemented with additonal information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Naval Special Warfare Development Group, Virginia Beach, Virginia has a potential requirement to procure the following: Clin 0001, Auto/Marine/Equipment Acquisition Course to be conducted at Naval Special Warfare Development Group, Virginia Beach, VA for six students on 29 January through 2 February 2007. Requesting 40 hours training course that will begin at an entry level and progress to advanced techniques in auto, marine and equipment acquisition methods. From this training a student will become proficient in the following areas: Identifying vehicle years, makes and models; defeating vehicle locking systems (Asian, American, European, etc); Defeating vehicle ignition systems (Asian, American, European, etc); destructive and non-destructive methods of entry; destructive and non-destructive methods of hotwiring; field fashioning of auto entry tools from innocuous materials; defeating various types of vehicle alarm systems using advanced technical methods; defeating various types of vehicle alarm systems using crude methods; boat acquisition methods for large diesel and gasoline engines; equipment acquisition methods (forklift, backhoes, etc). Course School house/Instructors must provide the following: At least two instructors must be Master Mechanics; Instructors should have current or former Law Enforcement back grounds and are familiar with vehicle exploitation techniques; minimum of twenty different types of vehicle steering columns (Asian, American, European, etc); Minimum of twenty different types of ignition locks (Asian, American, Europena, etc); Multiple salvage/junk yards must be provided to allow practical exercises to be conducted; basic vehicle entry tool kits should be provided for each student to maximize learning objectives; minimum of five different types of small and large boart engines (gas and diesel). H92244-07-T-0017 is anticipated to result in a Firm Fixed Price (FFP) contract. Submit written offers; oral orders will not be accepted. This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-15, 12 December 2006. North American Industrial Classification Code (NAICS) 611519 applies to this procurement. The DPAS rating for this procurement is DO. This procurement is a small business set-aside. The following provisions and clauses apply to this procurement: FAR 52.212-1 Instructions to Offerors Commercial Items (Jan 2006); FAR 52.212-2 Evaluation Commercial Items (Jan 1999); FAR 52.212-3 Offeror Representations and Certifications Commercial Items (Jun 2006); FAR 52-212-4 Contract Terms and Conditions Commercial Items (Sep 2005); FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (Jun 2006); FAR 52-219-6 Notice of Total Small Business Set-Aside (June 2003); DFARS 252.212-7001 Contract Terms and Conditions Required to Implement Statutes for Executive Orders Applicable to Defense Acquisition of Commercial Items (Jul 2006); DFARS 252.225-7001 Buy American Act and Balance of Payments Program (Jun 2005). Proposals and questions shall be on company letterhead in company format and must be sent to the attention of Thelma Escobar either by fax (757) 492-7954, email thelma.escobar@vb.socom.mil or United States Postal mail addressed to NSWDG, Attn: Thelma Escobar, 1636 Regulus Ave, Virginia Beach, VA 23461-2299 by 4:00pm Eastern Standard Time on 19 January 2007. Proposals received after this timeframe shall not be considered for award. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government based on price. The prospective offeror must be registered with the Central Contractor Registration (CCR) website at http://www.ccr.gov to be considered for award.
