Description
The United States Special Operations Command (USSOCOM) intends to issue a solicitation within the next thirty days for comprehensive foreign language training in support of USSOCOM units. THIS IS A PRE-SOLICITATION ANNOUNCEMENT ONLY AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. No additional written information is available and all requests for the same will be disregarded. Considering recent market research and the previous acquisition history of USSOCOM and its components, a solicitation permitting an indefinite-delivery/indefinite-quantity (IDIQ) contract is being considered by USSOCOM to meet the subject requirement. The solicitation will be in accordance with Federal Acquisition Regulation (FAR) Part 16.504, however, no formal acquisition strategy decision regarding the requirement has been made at this time. The intended solicitation will request the contractor provide comprehensive foreign language/cultural training to support various USSOCOM units. For the purposes of this announcement, USSOCOM includes all personnel in USSOCOM Headquarters, Naval Special Warfare Command (NAVSPECWARCOM), US Army Special Operations Command (USASOC), Air Force Special Operations Command (AFSOC), Marine Forces Special Operations Command (MARSOC), Joint Special Operations Command (JSOC), Theater Special Operations Commands (TSOCs), and any approved Government agency providing USSOCOM support. This training shall focus on communicative competence in social conversation, general interest, and military topics. Instruction shall include the development of speaking, listening, reading and writing skills as measured by approved tests determined by the Government. Instruction shall be conducted in languages determined by the Government to complement USSOCOM mission requirements. The emphasis of instruction shall be on speaking, however, job relevant language terminology and usage in conversation is required in all instruction. Cultural orientation and training will also be included. Training includes, but is not limited to, initial acquisition training; survival language training and cultural orientation for personnel deploying to foreign countries; refresher, sustainment, and enhancement training; mission specific training for military language skilled personnel; and in-country and iso-immersion training. Training shall be conducted in the evenings and on weekends if required. The Contractor shall employ the most modern proficiency-based strategies and methodologies and include the use of technology for second language acquisition. The contractor shall ensure that the methods of delivery satisfy the language training needs of units served by the contract. The anticipated period of performance (POP) inclusive of all ordering periods will be 01 July 2007 through 30 Jun 2012. The POP will include five 12-month ordering periods. The training will be conducted in various CONUS and OCONUS locations.
