Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT TO BE USED FOR MARKET ANALYSIS ONLY. NO AWARDS WILL BE MADE FROM THE RESPONSES TO THIS SYNOPSIS. NO SOLICITATION WILL BE AVAILABLE AT THIS TIME. HOWEVER RESPONSES WILL BE USED TO DETERMINE THE APPROPRIATE ACQUI SITION STRATEGY FOR A FUTURE ACQUISITION. THIS IS AN 8(a) SET-ASIDE The purpose of this announcement is to conduct a market survey of potential 8(a) sources. The NAICS Code is 541330-Engineering Services (size standard $4.5 million average annual receipts for preceding three fiscal years). Responses to this sources sought announcement will be used to determine appropriate acquisition decisions for a future procurement. Interested 8(a) concerns must submit a qualifications statement (not more than 20 pages) including but not limited to the following information: a. SBA Certification, that your firm is an 8(a) SBA-certified business. b. Indicate proposed team members to include: Name of prime firm and sub-contractors/consultants. c. Organizational Chart of Proposed Team. d. Demonstrate the capability to perform at least 50% of the contract work listed below in accordance with EP 715-1-7, Chapter 3-8 (2) c which can be found at http://www.usace.army.mil/publications/eng-pamphlets/ep715-1-7/toc.htm In particular, in order t o be awarded an 8(a) contract the concern must agree that: In the case of a contract for services (except construction), the concern will perform at least 50 percent of the cost of the contract incurred for personnel with its own employees. e. Total number of employees, and/or consultants/subcontractors dedicated to the contract, or discusses your plan to obtain the appropriate number and type of employees, listing each employees function, professional discipline, professional license listing the state and date of registration. f. Resume of the overall Project Manager and senior personnel of each key discipline shown below in the list of professional disciplines. g. Demonstrate experience in the required A-E services listed below. Required A-E services: Experience in Master Plans & Planning Charrettes, Requirement documents for US Air Force, Comprehensive Master Plans, Real Property Master Planning for Army Installations (Army Regulation 210-20), Range and Training Land Program Dev elopment Plan, Infrastructure Assessment & Studies, Programming Documents, Requirements Documents, DD Form 1391 Preparation using the latest software, Planning & Design Charrettes, Parametric Designs & Estimates, Development of design criteria for design-b uild contracts; Installation Design Guides or Architectural Compatibility Standards, Planning & Design Manuals, Facility Utilization surveys & studies, Privatization Studies (for housing and Utilities), Transportation Planning Studies, Traffic Studies, Lif e Safety Improvement Studies, Environmental Documentation, Aerial & Ground Topographic Surveys and Subsurface Surveys; Preparation of presentations or briefings, visual or graphic presentations (including models and renderings), and cost estimates using bo th PACES and M-CACES Gold Cost Estimating program. CADD and GIS deliverables in Microstation or AutoCAD format. Preparation of CADD drawings shall be prepared in accordance with the Architectural/Engineering/Construction (A/E/C) Computer-aided standard version (CADD). Appendix B, Updated Final Draft Techn ical Report CADD-03- July 2003 (or latest version) Contract Language Guidelines For Acquiring Geospatial Data (CADD, GIS,CAFM) System Deliverables From Architect- Engineer (A-E) Consulting Firms Release 3. Consideration will only be given to firms that assemble a team of in-house personnel, sub-contract personnel, and consultants, with a professional staff consisting of the following disciplines: Military Master Planner (Resume Required), Architects (Resume Required), Interior Designer, (Resume Required); Landscape Architect (Resume Required); Historic Architect (Resume Required); Archeologist, Civ il Engineer (Resume Required), Electrical Engineer (Resume Required), Structural Engineer (Resume Required), Mechanical Engineer (Resume Required), Fire Protection Engineer (Resume Required), Environmental Engineer, Biologist, Sustainability Specialist, Gr aphic Designer, CADD Operator, Land Surveyor, Aerial Photographer and Cost Estimators (Resume Required). Submit three (3) copies of the qualification statements to: Attn: Mr. Alan P. Link, CENAN CT, Room 1843, US Army Corps of Engineers, NY District, 26 Federal Plaza New York, NY, 10278 Qualifications statements will not be accepted after 4:00 pm on the original response date shown in the advertisement in the FedBizOps. If the original response date falls on a Saturday, Sunday, or a Federal Holiday, the response date will moved to the ne xt business day. Facsimile transmissions or e-mail transmissions of the qualifications statements will not be accepted. If hand carrying, due to heightened security around 26 Federal Plaza, be prepared to leave ample time to gain entry into the building. If sending by ma il or private carrier, please allow adequate delivery time, as we are not responsible for delays in mail or by private carriers. Submissions must be received by us no later than 4:00 PM on 29 January 2007. If we do not receive an adequate number of qualified respondents (i.e., two or more responsible firms), the solicitation shall be issued on an unrestricted basis and all firms regardless of size shall be eligible and encouraged to compete for this project.
