- The Contracting Center of Excellence (CCE) of behalf of the Business Transformation Agency in accordance with FAR 6.302-1 intends to negotiate a sole source award with Engineering Management Integration, Inc. This requirement is for software licensi ng and support of the Architecture Compliance and Reporting Tool (ACART). ACART provides Military Service and Department of Defense (DoD) Information Technology (IT) program managers with an automated tool for assessing systems compliance against the data standards, business rules, laws, regulations, and policies defined in the DoD Business Enterprise Architecture (BEA).
