Description
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data, and Information Service (NESDIS) Command and Data Acquisition (CDA) Station, Wallops Virginia, is issuing notice of intent to negotiate a sole source procurement with General Dynamics/Vertex Systems Incorporated to rebuild a Azimuth Gearbox for the 16.4 Meter Antennas. The proposed requirement will provide for the rebuilding of the Planetary Gear Unit, utilized to maintain positioning of antennas to various atmospheric satellites. It is pertinent that the Gearbox be identical to damaged unit to alleviate any non recurring engineering to the antenna system mission, fit, auto-track control/modes of operation and receive optimum performance as these antennas help to provide a 24/7 satellite transmission. General Dynamics/Vertex Systems is the Original Equipment Manufacturer?s approved representative. General Dynamics/Vertex Systems is the only known source that possesses the necessary knowledge and skills required to reconstruct the Azimuth Gearbox. The Wallops Command and Data Acquisition Station is responsible for ensuring scheduled data flow from NOAA satellites to designated user subsystems. The requirement is necessary in support of CDA Station mission to provide assistance in developing emergency procedures to safeguard spacecraft health and safety; and executes emergency plans independently in the event of a communications outage with the NESDIS Satellite Operations Control Center, as well as supporting other activities requiring assistance. The statutory authority is 41 U.S.C.253(c)(1), Only One Responsible Source. The applicable NAICS code is 517410. The size standard is $13,500,000.00. All applicable awards shall be in compliance with Homeland Security Presidential Directive 12 (HSPD-12). CAR clause 1352.239-73 Security Processing Requirements for Contractors/Subcontractor personnel for accessing DOC Information Technology Systems (Jun 2006) will apply. Interested parties may identify their interest and must provide evidence of their capability to respond to this requirement by January 12, 2007. This notice of intent is not a request for competitive proposals. A determination to this notice is solely with the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Note 22 applies.
