- As noted in the Special Notice under Federal Business Opportunities (FedBizOpps) solicitation #MDA-ARC-1, the Missile Defense Agency (MDA) intends to issue a competitive 100 percent small business set-aside Request for Proposals (RFP) (HQ0147-07-R-0001; Classification Code: A - Research and Development; North American Industrial Classification System [NAICS] Code: 541710 - Research and Development in the Physical, Engineering, and Life Sciences [1,000 employee size standard; Space Vehicles and Guided Missiles, their Propulsion Units, their Propulsion Units Parts, and their Auxiliary Equipment and Parts]), for program and operational support services for the Advanced Research Center (ARC), which is a High Performance Computing Research, Development facility located in Huntsville, AL. The contemplated requirement includes, but is not limited to, labor support, facility and operation and maintenance support, research and development support, and acquisition support. It is expected that the resulting contract will contain contract line item numbers (CLINs) for firm-fixed price labor support and cost reimbursable items (to include facility and operation and maintenance expenditures, hardware and software, contractor travel and related other direct costs). The contract awardee and its key personnel will be required to possess and retain up to Top Secret clearances. The anticipated acquisition will not be open to participation by foreign firms at the prime contractor, teaming member, or subcontractor levels. The Government anticipates awarding only one (1) contract award for this acquisition (two year base ordering period and six (6) to eight (8) one year options; total period of performance of eight (8) to ten (10) years). The expected release date of the RFP solicitation (HQ0147-07-R-0001) is on or about January 19, 2007 with proposals due on or about February 28, 2007. The RFP solicitation and all other acquisition notices and announcements will be posted on the World Wide Web via the FedBizOpps (http://www.fedbizopps.gov/) and/or Federal Data Technical Solutions (FedTeDS) (https://www.fedteds.gov/) Internet sites, as appropriate (note that FedTeDS is a restricted website that requires a username and password). Prospective offerors interested in submitting a proposal must have a Commercial And Government Entity (CAGE) code. In accordance with DFARS 252.204-7004, all contractors wishing to do business with the Department of Defense (DoD) must be registered in the Central Contractor Registration (CCR) database in order to receive a contract award from any DoD activity. Subsequent to the RFP solicitation release, MDA anticipates hosting a solicitation Pre-Proposal Conference and Site Visit in Huntsville, AL, in late January 2007. Instructions for the location and date of the solicitation Pre-Proposal Conference and Site Visit will be published under a separate special notice on FedBizOpps. Potential offerors are cautioned that the information previously provided in solicitation #MDA-ARC-1 and the associated Draft Request for Proposal (DRFP) documents, as well as this RFP synopsis and subsequently published RFP solicitation, are subject to change as determined by the Government. Potential offerors are encouraged to check the FedBizOpps and FedTeDS Internet sites noted above for updated and/or additional information and other special notices and announcements. REGISTER WITH THE FEDBIZOPPS AND FEDTEDS WEBSITES FOR EMAIL NOTIFICATION OF INFORMATION, SOLICITATION RELEASE, ANY AMENDMENTS, AND FUTURE DOCUMENTS WITH REGARD TO THIS ACQUISITION WHEN ISSUED AND AVAILABLE FOR DOWNLOADING. A MAILING LIST FOR THIS ACQUISITION WILL NOT BE MAINTAINED, NO PAPER COPIES OF THE RFP SOLICITATION OR ANY AMENDMENTS THERETO WILL BE PROVIDED NOR WILL THE GOVERNMENT DIRECTLY SEND OFFERORS THE RFP SOLICITATION OR ANY AMENDMENTS THERETO.
