- Revise From: **Anticipated release date of solicitation has changed from on or about 1 December 2006 with anticipated award date not later than 31 March 2007. Revised To read: **Anticipated release date of solicitation is on or about 28 February 2007 with anticipated award date not later than 1 July 2007. The Space and Naval Warfare Systems Center, San Diego (SSC San Diego), intends to issue Request for Proposals (RFP) N66001-06-R-0131 using other than full and open competition to procure analytical and technical support services from undergraduate and graduate students at educational institutions in support of a wide variety of scientific research and development projects. Pursuant to 10 U.S.C. 2304(c)(3), as implemented by FAR 6.302-3, competition will be restricted to educational institutions. SSC San Diego contemplates award of a single Indefinite Delivery - Indefinite Quantity type contract with a Time and Materials pricing arrangement over a five year ordering period. Work will be performed on-site at SSC San Diego in San Diego, CA. This is a follow-on action to solicitation N66001-02-R-0003 which was competed among educational institutions and awarded to San Diego State University Foundation under contract N66001-02-D-0003. The anticipated release date of the solicitation is on or about 1 December 2006 with an anticipated award date not later than 31 March 2007. The solicitation will be posted on the SPAWAR e-Commerce Central Web site at https://e- commerce.spawar.navy.mil/. No hard copy versions of the solicitation or any amendments will be provided. This announcement is a synopsis of a proposed contract action pursuant to FAR 5.204. See Note 26.
